Its called the International Property Maintenance Code. A lone codes inspector interprets and enforces this code at 550 dollars a day and or one month in jail. Examples of infractions sticking windows plugged gutters cans on the property ect. This is not a law its a code. Here is a list of international codes being adopted nation wide. Laws are constantly being made requiring us to spend more of our money. It is less honest than just confiscating our bank accounts and distributing the proceeds to favored political entities. Watch out for smart growth/ comprehensive planning too. It creates a framework, sort of a land use constitution, that accelerates the planning, zoning, building code, and permit industry.

As an Architect

I believe building codes are required for life safety. How people and materials react during a fire or other emergency go into the writing of the codes. This applies to construction of walls, width of stairs, etc. The property maintenance code, which I am not aware of as it is not adopted in New Jersey, does not seem to fit into this idea. Also, in New Jersey, we have amended many portions of the adopted IRC and IBC, in some cases adopting portions of the old 1996 BOCA code. The inspection and permitting process, I agree, is out of control. In NJ inspectors are the final interpreter of the code.

Exactly the codes are not being used for life safety

They are being used as black mail in order to deed property over to international concerns.

I just read the updated Building codes for my area and not only existing homes need to be maintained but the new construction codes are insane . They have basically overkilled all prior building standards which means much more expensive materials have to be used to do the same thing I was doing last year. The Fines for failure to pull permits are increased by 100 bucks and the permit fees are also going up this fall.

local codes stink enough

I had to buy a termite bond on my metal building, before the city would let me even pour a slab. The only "wood" in the whole building is the paper on the sheet rock and about 6 sheets of pegboard. I can just imagine how wonderful it will be once the international codes start being enforced.
