These lending programs are called Debt for Nature Swaps, Debt for Debt Swaps and Debt for Equity Swaps. It's a shell game without a pea (no money). When Bernanke claims "It's not costing Americans any credit" he perjures himself before Congress. Federal Reserve Notes (FRNs) are credit as they are borrowed into existence with interest. When loaned to other countries the American taxpayer underwrites the FRNs. Americans make the loan. Americans pay any interest on the loan. Americans as the co-signer pay any default on the loan. And of course the IMF still collects the equity and natural resources from the borrowing country. In short the IMF collects three times plus interest but puts up nothing.
Without Bernanke's help the American taxpayer wouldn't realize just how generous and philanthropic we can be.

in one respect. The American taxpayers are paying, but any FRN holder in the world would be a better explanation of the loser.

notice that it states the purpose is to "stabilize their [the other central banks] banking systems"
