Farmer Regulations

I read a short story a while back on this site about a farmer who wanted to sell his goods on his property but was unable to do this simple task but instead had to go through multiple costly, time consuming regulations just to sell his products.

Would anyone know what story I'm talking about and where I can find it? I'm having no luck with Google.
