This particular Glenn Beck spot made me realize how sloppy I may have gotten over the years. It made me read ALL Terms & Conditions, Privacy Statements, etc., for EVERYTHING I download and/or install now!

The Terms are only for the participating dealers, NOT consumers
Consumers will NOT see the disclaimer, but it is part of the process for dealers to register for the government program and have access to the database. The strict terms, not that I agree with them, are supposed to prevent the dealers from abusing the system (example: turning in same VIN twice for double rebate).
While, I think Glen's video is very misleading, he did tell the truth as he did qualify by saying, "and then the dealer goes to cars.gov". All the scare tactics are bogus.
As far as the Warning, as a dealer I would not like the terms but might have to submit to sell some cars, depending on how bad I needed the sales. The gvmt might want info from these dealers computer, but it is more likely they want right to check computers connected to their database for hacking tools, and threats.
It did mention foreign gvmts, and that is weird, either Israel is in on this or our gvmt farms out their IT/database work to India :)

However, do you know how much information is in a dealer's database?
Your name, phone number, credit score, SS#, credit card numbers, etc.
Dealer databases are huge and very encompassing as far as personal information about customers.
That being said, he was full of crap the way he presented it. As in I cannot ~log in~ to the dealer's portion of CARS without a dealer ID.

Actually if these idiots knew anything about computers at all they would realize a PC on the Internet does not physically connect to a government server at all. There are routers that have a physical connection, but a PC is connected to those routers. Is the government then saying that the ISP routers are going to be government property as well, they never agreed to the TOS agreement, so therefore the connection cannot be made to your PC through their hardware.
All a PC does is read packets addressed to it.

I think Glenn and his million-army Watch Dog may have unintentionally - or intentionally? - misrepresented the issue at hand. The dealer appears to be the real link in the chain between the Government and the computers.
EDIT: But for what it's worth, I think the Feds already access whatever they want to on any machine they choose. The Patriot Act makes this look like small potatoes! Or at least like a small part of the larger casserole of liberty-killing infringements on our property rights.

The particular "Privacy Statement", acceptance, and notification, may only appear on the Dealer's computer when he accesses the government site/database.
Either way it is troubling and downright Orwellian, but it doesn't appear to be an exploit that the general public is exposed to just by visiting cars.gov - however, as we all know, the government will do as it sees fit with whatever info you provide them through the Dealer.

Not when Beck was doing his show, but I was on that site about 3 days ago and saw no such message. But my car apparently doesnt qualify anyway so I may not have made it that far.
Clearly tho, the system was overloaded while doing the show .. but even when I was on it the system was slow and sluggish.
Anyway its not that hard to understand the popularity or why the money ran out so quickly. For ever $1B funded to the program only covers about 225,000 cars ....

What is the legal definition difference between "when" vs "while" - You can take the wording two different ways depending on how you read it, but this is the key word, because it defines when the terms you are agreeing upon becomes effective.
If the context of 'when' is defined as all activity that takes place when you are logged onto the system (when here is interchangeable with 'while' in plain english), then it would be arguably a temporary status change and being that your machine is linked up to a government network, it would presume ownership of it during the time frame you remain connected.
However, if "when" can be defined as hereon or henceforth, then you are in essence agreeing to forfeit your computer as property (in the legal sense) and no longer have any claim to it. That would be quite bold and certainly sinister in its intentions if this is the case. whether that could even be enforceable i dont know.
If one can argue that this is a legal, contractual agreement, i believe that one also has 3 days to notify the contractor of the contractee's intent to nullify their involvement in the contract before its set and sealed in stone.
i wonder if there are any lawyers on hand that could help us out here.
