The bang heard ‘round western Kentucky yesterday was the sound of Rand Paul slamming a copy of the 1,100 page bailout bill on the podium during his speech at the annual Fancy Farm Picnic.“This is it! Eleven-hundred pages and no one read the bill! … If I am elected to the US Senate I will introduce legislation that says you cannot consider any legislation that you have not read.”

Congress didn't read it?
That means they didn't write it. If they didn't write it there is no legislative intent and therefore is not law. Attorneys, corporate agents, lobbyists, bankers, and other career criminals are not representatives of the People and are not to be writing our laws.
This sounded really stupid to me
How is he going to make sure they read it first of all IF it did pass?
Is he going to personally give them a random pop quiz over the phone book+ size of them.
I mean really, I doubt even Ron Paul reads every one of those phone books.
A better rule would be to outlaw all pork and limit the size of each bill so they have to be broken up and passed as mini bills making it more tiresome and long to pass pork and complex stuff.

I have no problem with a representative voting AGAINST a bill he hasn't read.
I also have no problem with a representative voting FOR a bill that REPEALS a long list of sections of the law without reading the details of the text being repealed.
I do have a problem with a representative voting FOR a bill that ADDS language to the law without reading the language it adds.

Besides reading the bills, I'd like to see bills both cut down in size and also limited to only a single or few issues so that pork and extra regulations can't be slipped in there that have nothing to do with the topic of the bill. There has to be some way to make the bill protocol similar to the simple bills RP introduces.

That is why I proposed my idea. By forcing the representative who introduced the bill to actually read it before congress, it will also likely result in shorter bills. Who wants to read out loud 1000+ pages of legal language?

they actually had a
they actually had a time-keeper that warned him when he had 30 seconds left. he is the one that went over his limit, and you knew he would by the way/speed he was speaking. Not bad though, i think it shows that he is getting comfortable speaking and that he actually has alot to say. Only one other candidate, Democrat candidate Jack Conway, also had the banjo music cut him off. I just think they shouldve given all of them more than 5 minutes.
Sounds like a good idea...but how would that be enforced?
Seems to me that politicians will just lie--"Yes, Mr. Speaker, I have read this bill."
We could give them a test on it. If they flunk,
they have to go home. The ones that pass the test can stay and vote.
An Idea
The representative who introduced the legislation is required to read that legislation in its entirety before the entire legislative body prior to the vote. Recesses are allowed, but no member is allowed to enter or leave while the bill is being read or risk forfeiting their vote.
They may not have read the bill, but they will at least have heard it read.

the powers that be will never go for it. They are obviously too important to be stuck in chambers actually hearing legislation. Way too inconvenient for those exalted on high to be bothered.
