Does anyone know why they keep naming CZARS?

Why would we want laws and regulations coming from the people's representatives when we could have a Czars bypass them and just give us a centrally planned Agenda full of new regulations?
I believe this is one of the few areas Obama has given us some "change" over Bush from what we were accustomed to -- We have to admit He did give us our first Czars. (but the central planning remains the same) and its repulsive at best.
It is like our people today do not even stop to ask themselves.... "Were the Czars who ruled people our society should be admiring?"
