H1N1 Indian ministry of health / tourism in India

I just got my tourist visa for India and with it I received a "Health screening card" from the Indian ministry of health and I have to fill up the proforma when entering India. (they are screening passengers from infected countries)

They are asking questions like:
Have you visited/transited infected countries
Do you have fever
etc.

Then they ask for the signature of the passenger (me) :/

And what I don't really like is this part:

"You may be detained at the airport quarantine for observation or admitted to a specified hospital for medical care"

And what I really don't like is this part:
"You would be released from health quarantine after the laboratory tests are found negative. In case the reports confirm Influenza A [H1N1]" you will be treated with WHO recommended drug.

I'm really not familiar with Indian laws, but if I'm being detained, I really don't plan on letting anybody forcing me to take anything, especially from the WHO.
Do I have some rights left that could protect me, or would force be the only way to reclaim them ?
Can I state that I don't want to enter India and want to go back to my country ? (The screening is done before entering India ?)

I'd like to know what anyone else has to say about this, or just India's participation in the "pandemic" scares. I may be taking a job in India for the opportunity and to get out of the US long term. If someone doesn't have any answers, I'll bump the thread with what I find in the next day or two.
