Even if he "disobeyed" they

Even if he "disobeyed" they are not supposed to be used as compliance tools or punishment tools. They are supposed to be used on violent individuals in place of a gun when the situation warrants it. Clearly, all these cases we read about are about lazy cops who do not want to get their hands dirty or want some easy compliance or retaliation. These should be banned for public servants and should be encouraged for private citizens to defend themselves against public servants.

Typical cop! You know they were excited to use the taser, cause its a small town and they never have anything going on. Damn things just make the pigs trigger happy!

Most 76-yr. olds I know don't hear so well. That on top of loud farm equipment means maybe he didn't hear them behind him. Tasering an old man is just bullying.
Pulling the police car in front of the tractor or even a warning burst of pepper spray would've been sufficient.

Obviously these instruments need to be banned.Changing the policy will just lead to more investigations...
Of course the unions will protect them and more than likely the local government does the same.
If law enforcement is found negligent who pays? The city,and where does the city get the money from? The people(peasants) that live there.
