Summary: While cooperating with police, Dr. Keene was found to be a victim of the crime of fraud. Instead of charging the fraud perpetrators, police subjected Professor Keene to kidnapping, false arrest and imprisonment, extortion and apparent robbery of his jewelry property. This "system" of police plunder has now taken everything from Dr. Keene, including his passport, money, jewelry property and land title, leaving him as "prisoner of nature island".

Why is Dr. Keene not released on his own recognizance?
Since the official disclosure of evidence shows that Dr. Keene was a crime victim (fraud), and along with Dr. Keene's testimoney, shows that Dr. Keene was falsely arrested, why has the "arrest complaint" not been dropped ... months ago?
Why has Dr. Keene not been given his right to appear before, and provide evidence to, a Magistrate for over six months?

The Commonwealth of Dominica is a democratic, English-speaking country, not to be confused with the Spanish-speaking Dominican Republic. Except for this "Kidnapped..." story, Dominica -- "Nature Island" -- has been an ideal tourist destination. Alas, now this story clouds the issue, but hopefully not for long.
Kidnapped by police in Dominica
Dr Ron Paul, I am indeed surprised that you would choose to take on this cause, without 1st checking the laws of Dominica. Dominica is a democratic society, where every man is treated as equal. We welcome tourists to our shores - almost all persons who have visited or lived there will attest to that. What we ask is that all persons (locals and foreigners) respect the laws of the country.
Receiving stolen goods is a serious offence in Dominica and rightly so. A # of Dominican nationals have received stiff sentences (including 10 years hard labor) for this offense. We think that such measures would serve as a deterrent to persons who purchase stolen goods as if there is no one to buy, then there might be less incentive to steal. Dr Keene has been charged with a serious offense and was granted bail. It is normal procedure to hold the passport of foreigners and even some locals charged with crimes as there is a potential to flee. I would think that Dr Keene should be pleased he was granted bail rather than imprisoned until his court case.
What I would say to Dr Keene and Dr Ron Paul is that they should respect the laws of all countries that they visit or live in. They should not expect preferential treatment since as I said earlier all persons are treated as equals in Dominica. Trying to destroy Dominica's good name will not help the cause. Dr Keene should just pray that he does not suffer the same fate as the locals who commit such crimes. Being ignorant of the theft is not a defense as it relates to receiving stolen goods.

And thanks for the comments and ideas -- hmmm, Amnesty International, now why didn't I think of that. Guess I'm too worried about staying alive for tomorrow ... or something.

Hi, GE. Thanks for your interest! OK, the main page is Kidnapped by Police in Dominica, which answers most of your questions, dear friend. Indeed, there is a Blog on that web site which updates latest thoughts/events. Right now, I'm thinking, should the FBI send some investigators to "help" local authorities here sort all this out.
As "prisoner of Nature Island", you may note from the web site that they wanted to send me to StockFarm prison, but I got out on bail, having to post my passport, land title, and $15,000 UCC cash. So I can't leave Dominica, see? If I get sick or want to do something outside, well, I can't; means I'm a prisoner who has not even been allowed to speak to a Magistrate. Sound like Gitmo? [Is Dominica vying to be the next Gitmo location? ha, ha],
All in all they have about $250,000 ECC of my stuff, counting the land and confiscated gold and silver scrap jewelry. Guess that's sufficient motive for whoever is really behind this persecution -- a quarter million.

Two grown children, Grace and James, who, now that you mention it, were themselves kidnapped from Dominica as described here. My daughter Grace has the info on what is happening, and acknowledged receiving it, but ... well, if one follows the "here" link above, you can get an idea of that situation.
BTW, from this forum, the Amnesty International idea was pursued. I emailed them and within hours, www.amnesty.org visited the "Kidnapped..." web site linked above. Cheers, Jim

I don't mean to belittle your efforts here but if you friend isn't someone who can be used as a bargaining chip for a superpower, you will find your involvement all the more arduous.
As far as I know, Dominica has nothing we want right now so private legal channels are all you have open.
