NJ Governor Signs 'One Handgun A Month' Bill

California, Maryland and Virginia have already enacted similar laws.

TRENTON, N.J. (AP) ― Gov. Jon Corzine signed legislation Thursday making New Jersey the fourth state to limit the number of handguns that can be legally purchased within a certain period of time.

The bill limits handgun purchases to one per month. Before signing it, Corzine said he expects the ban on bulk handgun sales will reduce the number of weapons used in street crimes. Allowing people to purchase fewer handguns means reduced profits for gun traffickers, he said.

"Nothing is more dangerous than to have the vast proliferation of guns in the hands of individuals who want to perpetuate violence in our communities," Corzine said.

The law exempts gun collectors who hold a federal collector's license. California, Maryland and Virginia have enacted similar laws.

Corzine signed the bill in Trenton, where Mayor Doug Palmer evoked the memory of Tamrah Leonard, a 13-year-old who was killed by a stray bullet while walking to a block party in June.

Another high-profile shooting, the August 2007 killings of three college-bound friends on a Newark school yard, was committed with a revolver that had been legally purchased out of state, Corzine said.

Newark Mayor Cory Booker and Jersey City Mayor Jerramiah Healy enthusiastically supported the measure.

i. Restriction on number of firearms person may purchase. Only one handgun shall be purchased or delivered on each permit [, but a] and no more than one handgun shall be purchased within any 30-day period, but this limitation shall not apply to:

(1) a federal, State or local law enforcement officer or agency purchasing handguns for use by officers in the actual performance of their law enforcement duties;

(2) a collector of handguns as curios or relics as defined in Title 18, United States Code, section 921 (a) (13) who has in his possession a valid Collector of Curios and Relics License issued by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives; or

(3) transfers of handguns between licensed retail dealers.

A person shall not be restricted as to the number of rifles or shotguns he may purchase, provided he possesses a valid firearms purchaser identification card and provided further that he signs the certification required in subsection b. of this section for each transaction.

People think this law will matter to the criminals?

Jiminy: Weren't guns restricted in Australia and crime went up?

There are also other examples. The criminals don't care about laws anyway! That is the point. They are limiting gun ownership for the wrong people.
