its about the GPS and/or RFID tracking of the vehicles
all new vehicles have this feature as an inherent function. This cash for clunkers is an attempt to get as many people as possible to have a traceable vehicle - that WILL be linked at some point in the near future with a tax on milage. short term this video is right on.
