Back in the day, "regulate" meant to make regular. In other words, congress has the power to define how much gold or silver must go into a coin that has a dollar denomination on it.
Today, "regulate" often means to control and manipulate.
How about

Far to many people don't know that the Fed is separate from congress or the federal government. Otherwise it looks great. :o)
