when entering office. Is this just ceremonially or is it supposed to be more like swearing in when taking the stand as a witness in court. If so why isn't anything ever done? or can anything be done?

yes....
just ceremonial. Most members loathe the Constitution and are hostile to it. The Constitution was created to limit government...not the people. Clearly, few believe in upholding and defending the Constitution. I wish we could hold them accountable.
Maybe we could publicly cane members that disobey the Constitution.
....as long as "I" do not have to be the one to spank Barney Frank.

Mulder and Scully Problem
The government is full of Loyalty above Truth people. Society, as a whole has more people who value loyalty above truth, so it isn't surprising.
People in search of truth don't generally go after government jobs.
We are lucky the Founding Fathers and Mothers were not loyalists. They were the ones willing to break old ties and form new ones, but the whole problem is a cycle, because most people value tradition, habit, and routine, and have a large respect for authorities of all kinds. Over time, they dominate.
Taking on oath-breakers is a team sport: you can't win all by yourself. So, even assuming someone arrested or sued an oath-breaker, there better be backup in the form of a good jury, a principled judge, voters that are on-board with the program, etc.
I think you have to assume that there are Truth and Principle people tilting at windmills all the time, but that they don't start winning until the Loyalists wake up to an alternate reality than the one in which they think they live. Things may have to get worse before they get better, but that time is coming.
To answer your question, of course we have recourse, but the practical thing to do is vote them out!

We are doing what can be done! The others all share the same mentality such as the belief that this is a democracy not a republic and that whatever they vote for is okay. They have no objection to the spread of their ideas and their manifestation in legislation which helps someone despite the fact it is all done at the forced expense of others.
Ayn Rand was correct in her observation that the root of the problems is the mystic, altruist, collectivist ideology. See Atlas Shrugged and The Virtue of Selfishness and Capitalism: The Unknown Ideal.
I'll bet that many in our movement have also been raised to accept the tenets of Altruism and whose epistemology is faith rather than reason. We need to be willing to Check Our Premises if we really want to live in a free society, free of a coercive government which does not ignore the Constitutional limits on its power.
Our country is no longer individualistically oriented and does not respect your rights to the money you earn. If it did it would not be taxing your labor, your property and giving it all away to pay for stranger's needs being fulfilled against your will.
The antidote is known. Keep reading and thinking critically. Stop taking anyone's word for anything but demand rational evidence. There are no contradictions in the universe which is not a haunted house.
