Kaiser has put up a side by side comparison of all the different versions of proposed legislation, including the ones that came out of the House and Senate committees. Find it here:

this looks to be just a summary, as opposed to the actual legislation.
Also, Howard Dean revealed why tort reform is not in the bill. Simply put - the bill was already expected to have have too many interests opposing it and if it had been in there, the bill would have had to go through the judiciary committee too.
