Rep. Frank Seeks Compromise on Fed Audit Bill

WASHINGTON (Reuters, Sat Aug 29, 8:23 pm ET) – Rep. Barney Frank, the chairman of the U.S. House of Representatives Financial Services Committee, hopes to craft a compromise bill with lawmakers who want to open Federal Reserve monetary policy decisions to audits, a spokesman for Frank said on Saturday.

A bill sponsored by Texas Republican Rep. Ron Paul that would allow the Government Accountability Office, a federal watchdog agency, to audit Fed interest-rate decisions has won the co-sponsorship of more than half of the House.

Fed Chairman Ben Bernanke has warned the bill would compromise the U.S. central bank's policy-making independence and could undermine financial markets and the economy.

The Financial Times reported on Saturday that Frank hoped to bring forward compromise legislation that would safeguard the Fed's independence, while enhancing transparency and creating checks and balances for the central bank's use of emergency lending powers.

Steven Adamske, a spokesman for Frank, told Reuters the congressman would work with Paul on a compromise bill. He said compromise language had not yet been written and provided no further details. A spokesman for Paul could not be reached....(Continue)

What would Ron Paul’s bill do?
H.R.1207, called the Federal Reserve Transparency Act of 2009, simply directs the Comptroller General (who heads the GAO) to complete an audit of the Federal Reserve system — the Board and reserve banks — before the end of 2010 and report his findings to Congress.

Mr. Paul, in an interview, said he expects the audit to detail who the Fed lends to, how much it lends and what agreements it has made with foreign central banks and financing organizations. While the bill only seeks a one-time audit, he said he wants the Fed to be audited at least annually with the report — and details of its transactions — disclosed publicly.

Where does the bill stand?
The bill has attracted 282 House lawmakers as co-sponsors, or almost two-thirds of the chamber. It’s expected to receive a vote in some form by October. Mr. Paul said in the interview that Mr. Frank, the Financial Services Committee chairman, is leaning toward incorporating the provision into broader legislation overhauling financial regulation. But, Mr. Paul added, “when you have that many cosponsors, there might be an opportunity to actually bring it straight to the floor.”

Usually, compromise happens when there is a chance the bill won't pass itself or if there are genuine reasons the other side has for not wanting it passed as it is that we take into consideration b/c they have valid points & we're principled people. Not the case in this matter. If we compromise, it will look very bad for us, like we're unprincipled, & I know we're not. NO COMPROMISE TO RETAIN OUR REPUTATION WHICH IS ON THE LINE.

Doe's anyone have an answer to my question regarding House rules? If it takes 218 votes from House representatives to 'Discharge' a bill from committee, and release it for a floor vote, then why has this petition not been submitted? (this is only done when a bill has been held for more than 30 days without consideration?) With 282 co-sponsers, what are you (representatives) waiting for?

I called the Republican committee

and they told me that it could be all the reps co-sponsoring and if Barney wasn't on board he could raspberry the whole show! We need to really call Barney's office and make our opinion clear in a civil manner! I told them that Barney's constituents would be well apprised of his real opinion, which is that he supports the federal reserve reaming the American people. ( I said it nicely!)

Rep. Ron Paul said he has a commitment from the chairman of the House Financial Services Committee, Barney Frank, to advance the Texas Republican's legislation opening the Federal Reserve to broader federal audits.

In an interview Friday, Mr. Paul said Mr. Frank agreed to allow a vote on the bill and to work on language that would allow the Government Accountability Office, the investigative arm of Congress, to audit the Fed's monetary-policy operations. While details are unresolved, the discussions increase the likelihood that some version of Mr. Paul's bill will pass the House.

"Barney told me, 'It's going to come. You're going to get what you want,' " Mr. Paul said. "We're going to have some hearings and we'll get a vote."

Just wrote to the House Financial Services Committee

This is what came out of me:

I am directing this comment to Representative Barney Frank.

Congressman Frank, in regard to your recent and widely publicized discussion with constituents at a town hall meeting in which you publicly claimed (for the first time) that Ron Paul's bill HR1207 to audit the Federal Reserve would at long last make it out of committee and be passed, I must protest the notion that it will not be passed in its original form. We as the supporters of Dr. Paul, and this crucial piece of legislation in particular, will NOT support a watered down version of HR1207 that will effectively comprimise its ability to expose the Fed's unconstitutional and potentially illegal dealings with the elite banks and institutions (both foreign and domestic) it has arbitrarily chosen to support or reward since its creation in 1913.

Anything less than complete Fed transparency in the form of Congressman Paul's original bill should be considered unacceptable by not only the House Finance Committee, but the American people as a whole. Any bill as widely and overwhelmingly supported as HR1207 (282 co-sponsors: a vast majority which includes both Democrats and Republicans alike) deserves prompt and unfettered passage as is.

This is what the American people have called for. This is too important. We have spoken.

Pass the bill without compromises or fluff. Do not attach it to any other pork-laden pet projects in attempt to appease the vocal majority of Fed opponents with a watered down consolation prize. We demand the real thing. We believe that anything less would be an exercise in futility.
