Are Budget shortfalls just an ILLUSION?
When towns, cities, counties, states, etc. make a budget, it is only a set goal of the amount of money they plan to spend. Since, it is only a goal they have set, are they really short of money or did they just go over their goal? In order to find this out, you must look at the 'Comprehensive Annual Financial Report', or the CAFR, which your elected officials fail to inform you about, but by law they must produce. When you take a look at these CAFR's, the majority of the time, the actual revenues are far above what their budget goals are, so in reality, there is no shortage, only an illusion of one. Now, we must look at the 'real' dilemma, where does the surplus money go? Also, has anybody ever questioned Dr. Paul on these CAFR's? I have never heard him mention them, and would like to hear what his take is on them. Other than the Fed, this is the next largest 'ponzi scheme' that's robbing Americans of their money, and must be exposed.
