El Presidente is addressing congress. He wants the Senate to raise the debt ceiling, and he is hell-bent to pass a federal health care bill, and the People can just accept that he knows better than they.
According to articles that are linked from Drudge, the health care debacle could be a squeaker.
Get busy. Contact your congress critters constantly. Use gentle persuasion. Use threats of campaigning tirelessly against them if they vote yea. Use logic. Use emotion. Use anger. Using understanding. Appeal to the critter's higher nature. Appeal to their fear of losing their seat in DC. Just do it, and do it constantly until the danger is passed.

I've never seen a ceiling. It just looks like blue sky to me up there.

RP said they might not vote on healthcare till Dec, but he didn't mention cap n tax.
The healthcare plan would designate the IRS as the agency charged with enforcment, and a substantial part of the bill is designated to the IRS's part. On your yearly 1040 tax return, you would be required to attest that you have "acceptable" coverage... insurers would be required to submit to the IRS something like the 1099 form...The IRS would then check the information it receives...If it all matches up, you're fine. If not, you will hear from the IRS. ...if you don't have "acceptable" coverage, you will be subject to substantial fines administered by the IRS.
