Official: FCC to propose 'Net neutrality' rules

The head of the FCC plans to propose new rules that would prohibit Internet service providers from interfering with the free flow of information and certain applications over their networks, an official at the agency said Saturday.
The Federal Communications Commission chairman, Julius Genachowski, will announce the proposed rules in a speech Monday at the Brookings Institution, a Washington think tank, the official said on condition of anonymity because news of the announcement had not been formally released.
The proposals would uphold a pledge Barack Obama made during the presidential campaign to support Internet neutrality — the equal treatment of Internet traffic. That would bar Internet service providers such as Verizon Communications Inc., Comcast Corp. or AT&T Inc., from slowing or blocking certain services or content flowing through their vast networks.
Without strict rules ensuring Net neutrality, consumer watchdogs fear the communications companies could interfere with the transmission of content, such as TV shows delivered over the Internet, that compete with services the ISPs offer, like cable television.
Internet providers have opposed regulations that would inhibit the way they control their networks, arguing they need to be able to make sure applications that consume a lot of bandwidth don't slow Internet access to other users.
"This is about whether I can turn off my cable TV and watch TV over the Internet," said Dave Burstein, editor of the DSL Prime broadband industry newsletter. "Comcast cares about this because they don't want people to turn off their cable TV."
The FCC adopted four principles on Internet policy in 2005. Two years later, it said it would study the business practices of high-speed Internet providers and consider whether a principle of nondiscrimination in traffic should be added.
Burstein thinks the FCC probably will adopt a fifth principle on nondiscrimination as part of the expected new rules.
The FCC's existing net neutrality principles have focused on high-speed Internet access delivered over wireline systems. But Google Inc. and other big technology companies, as well as consumer advocacy groups, have called for rules that would require wireless networks to be similarly open to all devices and applications.

The U.S. government plans to propose broad new rules Monday that would force Internet providers to treat all Web traffic equally, seeking to give consumers greater freedom to use their computers or cellphones to enjoy videos, music and other legal services that hog bandwidth.
The move would make good on a campaign promise to Silicon Valley supporters like Google Inc. from President Barack Obama, but will trigger a battle with phone and cable companies like AT&T Inc. and Comcast Corp., which don’t want the government telling them how to run their networks.
The proposed rules could change how operators manage their networks and profit from them, and the everyday online experience of individual users. Treating Web traffic equally means carriers couldn’t block or slow access to legal services or sites that are a drain on their networks or offered by rivals.
The rules will escalate a fight over how much control the government should have over Internet commerce. The Obama administration is taking the side of Google, Amazon.com Inc. and an array of smaller businesses that want to profit from offering consumers streaming video, graphics-rich games, movie and music downloads and other services.

Net Neutrality is just another instance of government meddling in private concerns. Which is why Dr. Paul voted against it.

Youtube (owned by Google) has been struggling to find a way to make more money from the site. They are systematically taking the "You" out. They want to sell HD movies for download, but they do not want to pay extra for the bandwidth. They want those of us who do not use much bandwidth to subsidize them.
Consider the "unseen." We will never know what kind of innovations and low prices we might have today if it were not for the existing restrictions on wire-based communications. If the free wheeling internet gets crippled, it will not be because the carriers want to restrict free speech. If there is a market for access to DailyPaul and mid-bandwidth videos, carriers will provide it and compete for the business. (If there is no such market, we are doomed anyway.) When free speech on the internet is curtailed, it will be the government doing it, for security of course.

You are using political spin. I said that it is a good thing that the FCC is going to implement Net Neutrality to wireless, not just for wire based Internet.
