My French is a little rusty...I read the French-language-based article several times. I may be wrong, but from what I could garner...IN THE EVENT OF an actual pandemic, the things mentioned would come into being.

I would not have brought this without confirmation except it is such a HUGE story, in my opinion.
I suspect the locals have no clue. The government made a little deal in secret, and like you say, it is "just in case." Of course, if they KNOW they intend to implement it, they still have to pretend they are just being cautious to avoid blowback.
And your little find seems to indicate my suspicions may be right. I do not think this bodes well at all.
