It looks like a contract scam.
The secrecy part looks like an attempt for local politicians in collusion with this to bide their time or cover their butts.

I'm not sure if any of you noticed, but the domain name is americanpolicegroup.com while the page titles say American Police Force. At first glance, after some basic research, it appears that American Police Force and American Police Group are one in the same (in case that assists in your own research). I'll just refer to them collectively as APF from here on.
The domain name is registered via Domains By Proxy (which means the contact at APF does not want you to know how to contact him/her). Also, quite a few news articles quoting representatives of APF have done so under pretenses on anonymity because of “security concerns.” It seems they really don't want to be identified.
There is lots of interesting on that site. I think this is my favorite: “American Private Police Force will investigate the subject you're interested in and put a dollar amount on what we think they're worth. Whether they have money stashed away overseas or they're simply suspected of a crime (child support) We will investigate and get to the bottom of the matter.”
Some of you appear to have found information on some of the jail contracts, but for those of you who still don't know... As of early September, APF is a Santa Ana, California based security firm claiming to have 28 employees in the U.S. and 1,600 contractors globally. The company appears to have recently closed a 10-year contract that would allow them to turn a 464-bed jail, originally promoted to house Guantanamo prisoners, into “a 102,000-square-foot military and law enforcement training center, homeless shelter, animal shelter and possibly enough beds for as many as 2,000 prisoners” in order to “sharply expand the lockup.” The firm expects to get contracts on at least 1,000 prisoners soon. I've found no mention of origin for these new prisoners.
So, among other business endeavors, it seems APF is reaching out into the corporate-run, for-profit mass-imprisonment sector. Does anyone else see a problem with this? Does anyone see a problem with any of the following...

If you don't know, private military businesses and corporate prisons have been around, quietly, for quite some time and have grown much in popularity and profit in the last decade. Most of the world was unfamiliar with the concept of private/corporate military contractors before the incident in Iraq where private contractors were burned, dragged through the streets and hung from a bridge. By that time, however, the concept had already been well-established for many years.
Most of us know something of Blackwater/Xe, the company sent to disarm people in the aftermath of Katrina. Ask anyone in the military who has worked along side the likes of Xe their opinion of corporate mercenaries. Most of us are probably familiar with Xe's atrocities, commission of crimes, operating above the law and the special protection or leniency they receive for their crimes.
Although it seems that great effort was dedicated to hushing the matter, some may be aware that Dick Cheyney & Co. owns private prisons and received indictments (which floated off quietly into obscurity) for conspiracies with others in positions of power (Attorney General and a Federal Judge) to increase profit - that is, to boost number of inmates - and for crimes and murders committed against prisoners by corporate prison employees. If you guys are unfamiliar with that situation then you really should read up on it; it's very interesting. The prosecutor fought hard to get indictments. Once he won them, he disappeared for a few days. No one in the court could contact him, so the presiding judge sent a Texas Ranger to the home of the prosecutor - to check on the prosecutor. The prosecutor showed back in the court, refused to give details about where he had been, and everything became very strange and suspicious from there. The transcript is particularly revealing and very relevant to things like APF. Indicting Cheyney and his brothers of society turned out to be much like super-gluing a steak to your hand and dangling it over a starving shark.
Now imagine even just 20 people like Cheyney, with wealth, key positions of power and the right connections in their back pockets, all in common cause and of one mindset, building 20 businesses like APF. Imagine that one day they're all sitting around at the Burning Owl Bar, having some drinks, and one of them says, "You know, I've been thinking about this NWO thing. I like it!" One of his brotherhood says, "Yeah, me too! You know what?! We could all form a merger! We could combine our businesses into the freakin' AT&T of corporate mercenaries!" Another one chimes in, "Yeah! Who's going to stop us? The U.S. military?! *LOL*" ... and they all have a good chuckle. Then another brings back a serious tone with, "Well, you know, our friends at Haliburton built those 800+ prisons all across the country. They're already completely staffed, fully operational and ready to do business... just sitting there empty, losing money. Our brethren bankers could negotiate a very lucrative purchase of those assets for us, and brothers in the media can help us stay under the radar until no one can oppose us! Let's do it!" Then they all toast and start the paperwork.
Now reflect on that overall imagination. How would you categorize it? Some of you will see it as fictional, an unrealistic stretch, possibly even delusional - something that could never really happen. Personally, I believe it's delusional to not recognize that such is the vile world we live in, with things like my imaginary scenario, above, quietly going on around us – frequently and with increasing pace – all based on greed, quest for control and ideology. Some of you will understand full well what I'm talking about.
If I owned a for-profit company like APF, obviously I would be concerned with how to maximize profit. How could I do this? Google Ad Words... wow, profits went up 15%. Multiple web-marketing venues... nice – profits up another 25%. Land large contracts to do the dirty work that government does not want to do or cannot do because of restrictions against trampling of personal liberties... oh, hey, profits up another 110%. Lobby my friends and family in government to get a batch of more Patriot Acts passed,which will guarantee a fuller queue of imprisonment contracts... profits up 300%... wow! Create a catastrophe, frame it on foreign or domestic terrorists; sit back and wait for overwhelmed police/military forces to flock to me for help... whoa, profits up 2,000%!!! If you believe that we live in a world where powerful, highly-influential and well-connected people do not think in such terms, then you're naive beyond salvage.
I believe this is exactly and precisely the kind of crap NWO-advocate Kissinger spoke of when he said, “I believe that, sooner or later, something must replace government. It seems to me that business will be the logical replacement.” And this is exactly what you see happening, now, but only after it has taken root. It's funny, as I sit here typing this, there is a guy on History Channel talking about how, if you want to be a great dictator, you have to have lots of manpower... a big army... lots of money... lots of resources. Hmmm....
What's next? Homeland Security, Inc.? Courts-R-Us? Rent-a-Nuke Corporation?
I understand that these people have guns, but that's the only form of 'authority' they have. So if one of them points a gun at me or tries to 'arrest' me, as far as I am concerned, he's just another citizen, trying to rob or abduct me, and an appropriate response will be administered. These people are NOT police and are NOT to be recognized with ANY kind of authority whatsoever! Having the word “police” in their business name does NOT make them police, just like having the word “federal” in the business name, “Federal Reserve,” does not mean the business is owned by the government.
I can't believe that our government doesn't see a huge red flag with these corporations of force springing up, yet they seethe at militias. Not only that, but the government seems to be fostering, funding or otherwise encouraging these mercenary corporations. If we don't keep an eye on this corporate prison/investigative company/police/military situation and recognize the inherent and assured dangers now, then they may very well just creep up on us and force us to think about it from inside a corporate jail cell. The longer we think, the more money we'll make for them while we sit there.
No, we need to get this in check right now or at the very least get some common-sense checks and balances in place and enforced! Along the way we need to pay very careful attention to the companies, individually, and to the collective, interconnected alliances they form, directly or indirectly.

This is a Blackwater operation from the word go. Hardin successfully sold $27M of bonds, which have been in default for over 2 years, and who bought these bonds in the first place? The NWO was not as far along as they needed to be, so the prison just sat there waiting for the right time. Now they are ready to make this death star fully operational Hardin may go the same way as Area 51....it will no longer officially exist and outsiders will be shot on site.
