missing something. Hardin has this multimillion fiat dollar prison which was built most likely from a federal government bond and now they want to "install" a private police force which will need to get paid. By the way APF "lives" it's apparent that they are very high maintenance so they will invariably command a high price tag for their "services". All of this is money that the tiny town of Hardin doesn't have. How in world will anyone in Hardin make money on this project? I don't see how the warden, the guards, secretaries, cleaning staff, APF, maintenance staff and ancilary staff can make anything from something that is not a revenue generator. It will require money to run the entire operation but there is no way in hell that it can make any money. The only way a prison, its staff and the towns people can derive monies from a prison project is if it receives federal funds. Oh wait, the federal government is broke. That's too bad.

They produce all kinds of things with slave labor

There's huge profits to be made in a factory that pays 20 cents an hour and then sells the only stuff the workers are permitted to buy. They also make crazy money from contracts with phone companies on collect call charges. Prisons can be gold mines.

It's annual contracts are for more than 40 billion a year for locking up mostly drug addicts and dealers. The War on Drugs is really a War on American liberties.

and they don't actually "make" money, they drain money from the states and federal govt... These private entities "make" money from those sources, but of course it is all re-printed money... consumer debt

The decals included a crest that closely resembles the Serbian-Montenegro national crest making the vehicles look even more official. One of the APF principals, Michael Hilton, was born in Montenegro and has been using the vehicles as a good faith symbol in dealing with Hardin and Two Rivers Authority officials.

Mayor Ron Adams pointed out that no agreement with the American Police Force had yet been approved by the Hardin City Council but left the door open speculation. He said that the Twin Rivers Authority had a deal in the works to lease out their empty jail facility for 10 years with the APF people that would bring a much needed boost to the economy of Hardin. He asked for that the decals on the “patrol” cars to be removed and Michael Hilton has complied.

***A private police force is against Montana Constitution

The APF has as of yet not been made aware that the State of Montana has a constitution that forbids the creation of a private police force. Those were called posses during the lawless Wild West days in Montana back in the late 1800’s. Citizens are now more law abiding and in fact the worst thing you can get caught at in Terry is going 29 miles in Spring Street’s 25 miles per hour zone. APF could be in the process of applying for the license but it would take the legislature or the Governor to give their final approval. Meanwhile better be watching out for one of those black Mercedes SUV’s to pull up behind you and turn on its siren. It could be the American Police Force hitting your town.

** From a Montana article today on the APF...read the article and then this comment...this guy has it right!!

It’s a little more than strange that a hired security company for an empty prison would put “Hardin City Police” stickers on their Mercedes vehicles, refuse to answer questions as to who they are, where they came from and who finances them (all of which is seen in the video news reports). They give a company address that the news reporter said goes to an office that has never heard of them. The town politicians seem to be slobbering over themselves (also seen and heard in the news reports) about what a great company this is and how they have “100 percent confidence” in them while giving circular answers (or no answers at all) about the contract details. Kerri Smith’s statement “We can’t panic, just go with the flow and everything will be alright” (also seen on the video news report) would be enough for me to perform a function check and load magazines if this was happening in my town. My reaction (and other people like me) is not even close to being “Over the top” or “Paranoid”. If you don’t react to blatantly unconstitutional actions, than you are complicit with them.

It seems to me that:
1) The local politicians can’t see clearly with all the dollar signs in their eyes.
2) “American Police Force” is the worst name, ever.
3) The website for this company advertises themselves as a world wide para-military organization for hire by anyone.
4) Either the local news is fabricating this entire story or there are some serious shenanigans going on with this contract.
5) You should never come “to the conclusion that its nothing” when a private company illegally places “City Police” stickers on their cars and tries to tell you it’s a “Symbol of Good Faith”.

I kinda feel sorry for the residents of Hardin who are now trying to crawl under the asphalt...

But still, it highlights the "mercenary" and outsourcing problem fed by the Feds. Like in Pitt where there were "unmarked" soldiers and nobody knew who they worked for...

I've been trying to find Richard Culver as mentioned in one of the articles as the "boss" of APF. Here is what I found ..not sure if it is the same guy but it's a good possibility.
