The Prison-Industrial Complex Takes Over a Montana Town
Five years ago, the city government of Hardin, Montana decided to build a large jail — 144,000 square feet, 464 beds — in an attempt to capitalize on the detention boom. A development agency called the Two Rivers Authority (TRA) was created; it issued $27 million in bonds to pay for the project.
The jail was built. It remains empty. The bonds have gone into default.
Several months ago, the TRA negotiated a deal — the details of which remain secret — with a private security firm called American Police Force (APF), which was incorporated in Santa Ana, California last March.
The deal reportedly includes $2.6 million for APF to run the jail, plus $23 million to run a 30,000-square foot training facility for military and police personnel on property managed by the TRA.
In addition, APF promises to shower the city will all kinds of amenities — computers for the local schools, donations to the local food bank, tricked-out cars for the local police force…. Whoops, did I mention that last item out loud?
Hardin has no police force; it receives police coverage through the Big Horn County Sheriff’s Office. So it caused a stir last Thursday when APF officials arrived in Hardin in grand style — a convoy of black Mercedes SUVs bearing the logo of a non-existent “City of Hardin Police Force.”
The APF hired Becky Shay, a reporter from the Billings Gazette who had covered the story of the Hardin jail, as its new spokesperson (for the enviable salary of $60,000 a year). It also began negotiating an employment deal with mayoral candidate Kerri Smith. Her husband, Greg Smith, is the Executive Director of the TRA and the fellow responsible for working out the deal with APF. Greg Smith was immediately put on “administrative leave” and has effectively disappeared. (He didn’t answer messages I left at his business telephone number.)

Whenever and wherever I hear the word "partners" I get very concerned that whoever is going to be "a partner" is going to get let down in a very large way.
It's what I call "sucker language". The powerful use words that provide a positive connotation to something that is nefarious.

Their website is just way wrong. All of the content on it is very vague, the only recurring symbols are the Serbian flag and people with guns. The US flag is only on the site I think twice and it is in the background. That seems funny for a company called "American Police Force", I guess it's how you define the word police, are they a force of American Police, or a force used to police Americans?

I guarantee you that there are some major conflicts of interest. I'll bet the bribes on the local government in Hardin were plenty. The citizens there should get a lawyer and file a civil suit.

The only reason I can think of to be excited about having a
military presence in a town without a police force is because that means you can get away with things a town with a police force wouldn't let you get away with.
I really don't want to contemplate what those things might be.
The residents of Hardin need to call in the Sheriff and the FBI and get this nipped in the bud and FAST. Don't stop there. Get EVERYONE on the horn. State Reps, Congress, Senators, DA's, State Atty General, Governor etc. Get legal opinions on all of this and get some more investigation flowing. Shine the bright lights on APF and the city council and get this thing stopped. Hell, if the bond holders keep rejecting the deal, why not inform them while you are at it?

BILLINGS, Mont. (AP) - Montana legislators are seeking more information on a California company that says it wants to take over an empty jail in the south-eastern corner of the state and build a military training center on adjacent property.
The company, American Police Force, has attracted widespread attention with its plans - but so far has refused to reveal its backers or where it would get prisoners for the jail in the rural city of Hardin. Members of the Legislature's Law and Justice Committee say they want Hardin officials to provide more information about American Police Force and its pro-posal for the $27 million jail.

I am curious...
Under what State Constitutional or City Charter authority do these commissioners find the power to do this. Private Military/Police/Prison employed by the city treasury is text book fascism of the scariest kind. What Court Jurisdiction handles these arrest and detainments. Where does a Private Citizen get the authority to arrest and detain anyone? Isn't that called Kidnapping?
