question about $500 billion to biotech research

Does anybody understand how it works that biotech research is suddenly getting $500 billion taxpayor money? Obama announced this today and I am wondering 1. Who decided that biotech gets the money? 2. Do private and public institutions get the money? 3. If private companies get some of the money, did they know ahead of time, or did other people know ahead of time, to invest in those companies and make money on stocks?
None of this makes any sense to me, and it's not explained on the news. It seems like it is most likely so corrupt.

Every last penny will go to firms/institutions that have some sort of ties to Israel. I wish I were kidding.

brought this up .....last thursday or friday i had msm on the box and i thought i heard them say that Gore got a high end forgien car manuf. a loan from the Fed for production of a $75000 hybred and the amount was in the billions.today they anounced Saturns dead. has anyone heard this also?

A lot is going to private and public universities and then a lot is going to private companies, too. Now I'm going to look up some of the private companies online! Not understanding though why my tax money is going to these private companies and how are they going to be held accountable for any of this money? Oh well.

It is in the newspaper already that U.C. Santa Cruz is getting part of the money, so if it was just announced today by Obama I guess I wonder how do they already know they get the money? I am going to try to figure out more of where the money is going. i still don't understand why they are using the stimulus money to remodel rest stop bathrooms in my county???
Is there a mention of which of Uncle Skunk's agencies will
be administering the money? It may well be the case that individual companies and/or universities can submit applications for funding various related studies in order to obtain some portion of it. I don't know. If there's a statutory reference, that would be helpful.
