Subject: Our Field Trip to Hardin

Go ahead and ask a question in town about the jail. You will find out shortly that the majority of these citizens have bought the story from American Police Forces hook line and sinker. They are selling bunny rabbits and rainbows. The word on the street is that APF has offered three Mercedes Black SUVs to the town of Hardin if they break the contract with the local sheriff's department. Then they only need to hire their own local city law enforcement. There is only one problem with this idea. They can't afford to hire these city police officers. In fact the town is so broke they haven't paid the sheriff's department in some time. APF to the rescue again, they will provide the funding. So if they really cared for the city why aren't they just paying the bill to the sheriff's dept.? Maybe because they can't control them. I think they are trying to buy the local city police force. Think about it?
Go check out the last three issues of the local paper The Big Horn news. We were set straight in there as soon as we mentioned the word APF. They are definitely not neutral on this issue. This newspaper seems to really be trying hard to debunk everything about APF.
APF has apparently gone door to door down town. They are enticing all the business owners with a homeless shelter, new jobs, animal shelters, $5 per prisoner per day, Free Mercedes police vehicles etc.
If you ask a question in town like, "where are the prisoners coming from?" It will no doubt elicit a response like, "they are going to provide 200 jobs and 80% will be locally hired". You can hardly believe the answers you will get. It is like everyone in town is a PR person for APF.
We went over to city hall and got the draft meeting minutes from the meeting where they voted 6-0 to stop the contract with the sheriff's dept. In these meeting minutes it clearly says that Two Rivers Authority signed a contract with APF. The minutes go on to state that they are going to amend the contract and re-sign it. Then it will be available for public viewing. Once the bond holders have signed as well. The Two Rivers Authority was created by the city of Hardin in 2004. So it is under Hardin City. When we requested the document from the city and Larry Vandersloot who is on the board of Two Rivers Authority we were denied.

We advised them of the Montana State Constitution Article II section 9

Section 9. Right to know. No person shall be deprived of the right to examine documents or to observe the deliberations of all public bodies or agencise of state government and its subdivisions.

They said to talk to their lawyers. Of course none of their lawyers are answering their phones. We then proceeded to the sheriff's office to file a complaint against Larry Vandersloot and the City. We were advised by the county attorney that we had a right to see the contract as soon as the bond holders had signed it. Why are they all hiding this document?

Look at Montana State Constitution Article II section 33

Section 33. Importation of armed persons. No armed person or persons shall be brought into this state for the preservation of peace, or the suppression of domestic violence, except upon the application of the legislature, or of the governor when the legislature cannot be convened.

This contract was signed by Two Rivers Authority in California with APF a California corporation. This was a huge blunder. They only want us to see the amended version, because they broke the Constitution by signing the first contract with a CA corporation. APF has filed with the Secretary of State to become a Montana corporation. That is in my opinion why they are waiting for a new amended version. They need the APF to be a Montana corporation before the contract is legal. We need to call the Secretary of State and ask her not to certify this corporation. They are doing everything they can to clean this thing up. Like taking the illegal Hardin City Police logos off of the Mercedes SUVs. Why weren't they arrested for impersonating police officers?

They seem to be breaking Montana State Constitution Article II section 8

Section 8. Right of participation. The public has the right to expect governmental agencies to afford such reasonable opportunity for citizen participation in the operation of the agencies prior to the final decision as may be provided by law.

How can we be told that we can only see the contract after it has been signed? That doesn't seem to uphold the Montana Constitution. There is no citizen participation in the contract process. Why hide it? If these guys are who they say they are, we have no problems right? If this contract is in the best interest of the citizens of Montana let us review it first.

We must act please call, write, email or visit these people and get that contract. Not the amended version, but the original. It's our Constitutional right to see those documents. Before they are finalized.

P.S. We did get a picture of one of the black Mercedes SUVs. The logo was removed. It is being driven around town without licensing or a dealer plate. No police enforcement on that either. It still has all the dealership info on it. House of Imports in CA. The prison is in town next to the IGA. The city and prison are outside of the reservation so regular state laws apply.

These folks need to be buried with calls/emails asking for a full investigation into the Hardin debacle and an explanation of why the committee has failed to tackle the issue at the last meeting when the subject was brought up by Rep. Ebinger and Senator Hinkle.

A non-Montana citizen, (civilian/non law enforcement), concerned about the Hardin,MT saga and whether it could happen elsewhere.

From an outsiders perspective, who is following this story through the mainstream newspapers, Hardin/Billings website local TV news, and other investigative journalists, it appears that some TRA and town officials have recently made repeated comments that mislead Hardin citizens as to what was/is really happening with their law enforcement, making them think one think while technically not lying. There’s nothing wrong with forming a local police dept, but not to undemocratically and sneakily push it onto your citizens or allow a military style private corporation as your towns police department. Following is a timeline that, in my opinion, demonstrates that this was being attempted by some.

Residents of Hardin have less than 24-hours to speak out against the proposal to dissolve the law enforcement relationship between big horn county and the city.
Hardin mayor Ron Adams says the city council already voted to end the 30 year contract at its last meeting [Sep.15]. County commissioners are expected to vote at their October 6th meeting. Residents can still file a formal objection to the court, file a petition, or ask county commissioners or the city council to reconsider and continue the current contract. The public's deadline for any of those actions is Thursday. If the contract is voided the Big Horn County Sheriff's Department will continue to provide services for two years while Hardin creates its own police department.
Hardin officials say they have not discussed the possibility that American Police Force would take over the department despite the group's arrival last week with cars sporting Hardin Police logos.

The triggering events are:
• Petition signed by 15 percent of the county’s registered voters
• Viable court challenge in district court
• Challenges by either governmental body.

I just started sifting through email and have a ways to go but some good news greeted me first thing and I wanted to share it. Sheriff Mack is aware of this and will help. Not that it matters but I saw the response LB got from Shockley. Shockley's constituents are on the west side of the state and Hardin is over in south central Montana. I don't think he meant that as derogatory as it sounds but yeah, the residents of Hardin have mostly been duped on this one.

There are so many spotlights focused on Hardin right now I'll be surprised if the place doesn't spontaneously combust. If you go there, wear triple-layer sunglasses and an asbestos overcoat. The Billings Gazette is miffed because their reporter Becky Shaw quit with no notice to take a job with the "American Police Force" as a spokesperson. So, the BG is investigating and reporting intensively. Matt Brown of the Associated Press is on this like a duck on a bug - lots of good digging and reporting (what the news media is supposed to do). Several Montana legislators are looking minto this independently. Montana Attorney General Steve Bullock says he'll conduct an investigation. The Montana Sheriffs and Peace Officer's Association is looking into this, including the role of the Big Horn County Sheriff in tolerating or resolving this situation. The FBI is doing their own look-see, and the BATFE is watching developments. The Vatican and KGB may have sent investigators too (MSSA did).

In case you've been living in a cave somewhere, Hardin is a seriously
and economically depressed place, just off the Crow Indian Reservation. Somebody sold Hardin on the idea of building a private prison - build it and they'll come. So they formed a quasi-governmental Two Rivers Authority, sold $27 million in bonds, built the prison, and nobody came. TRA has been in default on payment against the bonds for over a year. So, the Hardin folks have grown REALLY desperate, ready to lunge at any worm that floats by on a hook.

Along comes the illusive Blackwater-wannabe "American Police Force," represented by the charismatic, ex-con, Serbian "Michael Hilton" (with a string of other aliases), probably a con-man, and promised a few Hardin officials that he would bail out the community by taking over the prison, building a major training facility to train global mercenaries, and providing a city police force for Hardin to boot. If it all sounds too good to be true, well apparently it was. The whole reputed Serbian takeover of Hardin is unravelling so fast nobody knows where all the pieces are flying off to.

Former BG reporter Becky Shaw appears to have been abandoned in
Hardin with a leased and unlicensed APF Mercedes SUV to field the flak. "Michael Hilton" is said to have disappeared, likely back to California dodging a Wyoming arrest warrant. The bonding company that manages the TRA prison bonds is getting somewhere between anxious and panicky. And Hardin is still an economically depressed area desperately needing a fairy godmother. I think this Hardin flash story has about run its course."

On a lighter note, a very resourceful fellow patriot sent me these ideas on what the prison could be used for instead of as a prison. I am putting his ideas up here because if anyone needs additional talking points, they could be used as such. Here goes:

"Getting all the scum exposed is surely part of it, but how to use the $27 million facility for something worthwhile may help solve Hardin's problem; so they are not such easy "marks".

Remember the story of Haman in the old Testament? ( Book of Esther, Chapter 7 ) Haman wound up hanging from the gallows he had constructed for Mordecai. Esther turned the tables on Haman! Maybe some of these mercenary scumbags like "Michael Hilton" ought to be incarcerated right there in that new Two Rivers prison! If the justice system worked, instead of operating for "just-us" , many former Blackwater employees, Bernard Madoff and his ilk, the top dogs at ENRON, and other white collar criminals could live at Hardin's jail with most paying their own way under the proposed "Madoff Bill" ; their own funds confiscated and used to keep them in Hardin's crowbar hotel.

How about rounding up all the illegal aliens from a 4 State area, housing them in there , and sending the federal government the daily housing and commissary bill ? - after all, stopping them at the borders would be less costly but the politicians shirk their duties, so send congressmen voting for crap like amnesty the bills; if unpaid longer than 15 days file liens against their personal properties, and then send them to collection, foreclose, and let them taste the same "candy" they've authorized IRS and other agencies to use on us.

Simultaneously, send the bill to their home country's embassy here. Unpaid longer than 30 days, same outcome!

But, better yet, instead of Hardin having a prison, why not manufacture "Made In Montana" guns inside there. It's a "secure facility", right?

Or, let's ask the legislators to commence buying Montana-mined gold and silver, minting it into Montana State Coins inside there, and get Montana out of the federal reserve debt squirrel cage. Montana coinage might be used to pay state employees up to - say- 50% of their pay, and suppliers/vendors the same. Then the coinage could be taken back into the State Treasury as payment for taxes, fees, fines, etc. Limit the % of coins allowed out to collectors and their dealers and you'd see rapid coinage value increases as the federal reserve note depreciates and devalues, and Montanans holding the other 90% would be all smiles.

What else could Hardin's jail be used for? How about a State Liquor Store; a super WalMart style discount liquor store open to all comers 24 hours a day. Hardin's few motels and restaurants would blossom!

How about it being used to manufacture small wind generators? Aermotor's patents expired years ago and anyone can take alternators out of clunkers, mate them with a hub and fan, make a tower, and sell the package to DYI farmers and ranchers.

How about making solar collectors in there? Or in-stream small hydro pit turbines? or hydraulic rams?

How about turning it into Montana's hydrogen fuel testing facility and then the conversion center where you take your car or PU for conversion so it will forever run on free water? ( like the father and son team did to their Model A Ford in 1935 as published now among my website's archived "NEWS" articles) . Dr Wilkinson at Missoula's Tech center on East Broadway has a plan!

But, maybe Hardin residents and tax payers need to wake up and squirm some more. When the bond-holders come around to collect on those bonds we'll be hearing their pain. No, I don't think Montana State government should bail them out, but yes you can expect the bleeding hearts and rip-off artists' lobbyists to be after that bailout next. "

These folks aren't intellectually challenged any more than the rest of America. Yes, we all need to wake up. This could have happened in any one of hundreds of thousands of small towns across America and still might be! Where I live, not only have they built prisons, but one area even considered opening a landfill to take in hazardous waste! I live in southern West Virginia, one of the most beautiful areas in the US and they want to take other people's trash!

I think we need to come up with some real solutions for Hardin and make it a test case for the rest of America. All of our lives depend on it. We can start with some of those suggestions right there.

It would also be a great idea to tap into the Native American community. If anyone needs Liberty and Justice, they do. They now feel abandoned by the Democratic party which was supposed to be the humanitarian voice of America. We need to be the voice of Liberty!

What can we do? We know we can donate money and rally protests, What else can we do? We can make hats, t-shirts, buttons, videos, internet marketing items, e-books, grow food, gardening tips, health tips, yada yada yada... why don't we have a store? Alex Jones peddles everything he can get his hands on.... Why don't we? We're ready to jump in a car and drive to Montana but in the end what does that accomplish? Multi Level Marketing programs are powerful and do not have to be illegal. In fact, Eric Prince's wealth comes from Amway! Let's take this thing to another level!

"Who is the American Police Force? That's what I would like to know," Hardin resident Kizzy Neutgens asked KULR-TV.

According to American Police Force website, the private company "provides surveillance, investigative and military services across the world."

The APF lists services ranging from convoy security in war zones such as Iraq to assault weapons sales and investigations into cheating spouses. The Associated Press reports it was registered in March as a California corporation, though the website claims its headquarters are in Washington, D.C.

"It probably is mysterious to those that don't know what's going on," said Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who was recently placed on administrative leave.

She told KULR-TV the truth about APF will be revealed and the public has nothing to fear.

"Don't panic," she said, "just go with the flow and everything will be fine."

Senator Shockleys Shocking Response to my email!!

Wow! Just got his response to my email where I pointed out some concerns to the Senator and also the Montana Constitution articles being blatantly ignored!

I am very heartened by this response!

This is what he wrote:

Thanks for your interest, but the substance of what you sent has been in the newspapers. The Ag knows the Constitution. We will not let the bad guys win.

These people are bad, they will be caught, and I hope punished. Part of the problem is that the people in Hardin are just not that bright.

Once again, we thank you for your interest. And, they will not get away with it!

Notice the paragraph where the governor talks about housing out-of-state prisoners in a "detention center" (a.k.a. a county jail) - it is against the law as per the Attorney General on 12/3/07.

This is being challenged in the courts by the City of Hardin and the Two Rivers Authority.

Perhaps this has been in the works for a while...
