That's what we're good at. That is the easiest thing to do. It takes so much effort to do a good deed for humankind (for an example, Google Ron Paul), so much easier to destroy, kill.

Don't need to calculate drop and windage with a laser.
Trouble is, they are very energy inefficient and dumping the waste heat becomes a monumental chore the bigger they get, especially for airborne weapon systems. (Ground-based systems can be fluid cooled.)

...at the G-20 event recently, I don't think you're being paranoid.
Also, when we have seen defenders of the Constitution labeled as people the police need to watch out for, as in the pamphlet of the Phoenix Joint Terrorism Task Force, and more recently the targeting of such people as supporters of third party candidates in the MIAC report as you mention, again, I don't think you are being paranoid.
