Nothing much here
If you've ever worked for state or local government, you'll know that it's almost impossible to get anything done quickly - hire new staff, buy something without going through a convoluted bidding process, etc. etc. This is something you don't want to be dealing with in an emergency.
Whether H1N1 is a bona fide emergency is debatable. The data are just coming in, and fortunately, it seems that the death rate to H1N1 is not higher than usual, and in fact, appears to be lower than usual.
But it's easy to be smart in hindsight. The reason people wory about H1N1 is that it's similar to the virus than killed tens of thousands of people in 1918.

So no one knew in advance that this particular strain of H1N1 circulating now is not that deadly. Since the viruses are always mutating, the danger due to this H1N1 virus may increase at any time.
No one knows, and it's a mistake to be either very complacent, or overworried about this point in time, IMO.

Oh and by the way, he did not declare a state of emergency... he signed an executive order making it easier to hire temporary employees and purchase medical supplies - with no money since Kali. is bankrupt!
The story is bad enough without sensationalizing it.

Arnold has been using executive orders and bypassing legislation in every direction.
Now that he has a mini star, low level nuclear waste incinerator, he fully intends on "leading the world", and I read he has asked the CA judicial system to re-district the state, dropping congress representatives, and MY guess, is he is going to declare a the incinerator and real estate for nuclear reactors to be a "district" like Wash DC is a district, and from here, being the CA would be in the G8 if it were not the USA, Arnold is going to make his global stand as leader of a NWO.
I am amazed by Arnold at this point.. looking at what he's done and what he's doing.
I don't think he's taking any bribes. I think he believes he was born to lead the world.
