MTA False Advertising about inflation in NY

I was on the subway on my way home from classes on my best day of the week (when I get out at 9:00PM), when I came across this ad on the train. Now it was cool because it makes your think, however, they are wrong. The difference between the dollar of 1986 and 2008 is 96 cents not 89 cents. They are basically trying to tell you that the rates now are as good as back then.

Next, it is unclear when these ads were posted on the subway, however, I'm going to guess it is 2009. If so, why would they use an old statistic? Either that is the case, or the MTA has not
