California Code doesnt allow communism!

This is the MOST amazing section of code I have seen. Doesnt Nancy Pelosi fit this model?

1) Enact laws that prohibit unlawful behavior.
2) Change the above laws gradually over time to suit your needs.
3) Enact another laws to protect the first two laws.

Now you have circular feed back (positive feedback).

Remember, in most systems (electrical, mechanical,...) :
Positive feedback causes oscillations
Negative feedback causes stability.

Why would Arnold veto it? Because they are doing it anyway and to veto it would call attention to it and be very obvious and this way it covers up what they are doing?
