At least he is honest about, and even cognizant of, his policy prescriptions' effect on innovation. As to why anyone would find that a good thing.... I can only assume in certain circles, agreeing with the "expert" is more socially acceptable than making sense, and at Berkeley, people like Reich are hailed as "experts", on who knows what. Getting into Berkeley is not easy, so his audience is more than likely pre selected for their ability to elicit favorable responses from authority figures in "progressive" education establishments, than for their ability to form coherent thoughts.
But anyway... For all the faults of American Health care, it is really the only "system" out there that actively seeks out sick people. Everywhere else, sick people are just a cost item, in American health care, they are a profit center. Hence the drive to classify pretty much the entire population as suffering from some disease or another and stuffing them full of drugs.
In socialized systems, unless you're coughing blood by the gallons, you're just a hypochondriac, and the suggested treatment is simply to put you on a waiting list until the problem goes away. More money available for health care worker union benefits that way... And the "managers" who run the whole thing, gets to show their minister how good they are at "controlling costs."

I am listening to the entire lecture and it is really interesting- He talks about all kinds of things- Iraq, Health care, Argiculture, Social security, etc..
Of course his conclusions are wrong but it's refreshing to hear the truth of what we can expect.
