Total Control: High-Speed Chase Ends When OnStar Halts Stolen SUV
When two Visalia, Calif., police officers swung their cruisers behind a sport utility vehicle that had been carjacked at gunpoint early Sunday, they prepared for a dangerous high-speed chase.
The 2009 Chevrolet Tahoe roared away with officers in pursuit, but shortly after the suspect made a right turn, operators at General Motors Co.’s OnStar service sent a command that electronically disabled the gas pedal and the SUV gradually came to a halt.
The flustered thief got out and ran, but was quickly nabbed after he climbed several fences and fell into a backyard swimming pool, police said.
It was the first time since OnStar began offering the service in the 2009 model year that it was used to end a chase that could otherwise have had dire consequences.

Ford has Microsoft's "Sync" instead.
(One of the few things Microsoft has done a good job on - as far as I can tell from its operating characteristics SO FAR.)
OnStar has a computer and cellphone built into the car, with a microphone, speaker, and call buttons in the ceiling, and interfaced with the engine and dash/body computers. It can:
- Automatically call OnStar's call center if you have a crash with airbag deployment.
- Manually call OnStar's call center if you hit the button.
- Silently accept a call from OnStar's call center / network. (Bug the car, allow OnStar to kill the engine or unlock the doors, etc.)
- Report your car's info to OnStar on its own, when you request it, or when they request it.
- Serve as a voice-dialed cellphone with OnStar as the carrier if you bought that service.
Sync has a computer with a bluetooth interface built into the car, which you can pair with YOUR cellphone. (Your cellphone will remind you every time your car starts and it's in range by beeping.) It can:
- Automatically call 911 if you have a crash with airbag deployment.
- Manually report your engine and other computer info to SyncMyRide.com (which will accept and display for you your info IF you registered your cellphone number with them).
- Let you use the car as a hands-free handset to call ANYBODY you want - including 911.
Sync gives you essentially the same features as OnStar using existing emergency services, your existing cellphone service, and a gratis automated network service (paid for by Ford and its dealers in return for tracking your warranty info and sending you reminders and ads to get you in for service before problems snowball), rather than a dedicated service center full of people you pay for.
It doesn't let you (or the cops) call for an unlock because the phone isn't paired when the ignition is off and the Sync computer is thus shut down. But the cars have a combo lock on the door if you lock your keys in. So no "unlock the car for you - and Big Brother's minions" feature is needed. (Note that one of the combos IS fixed, so the cops could call Ford and sweat it out of them if they wanted to break in without leaving a trace.) And it doesn't let the cops shut down the stolen car - because your cellphone probably won't be in it.
Potentially Sync COULD have code in there to let SyncMyRide call your cellphone (whose number they got when you signed up for the engine-control-trouble-translation service) and keep it from ringing if you were in the car and the caller ID told the computer it was a sneak-path call. In which case they could do the same bad stuff as OnStar - when your cellphone was in the car and the car was running (though it would show up on your cellphone log and you'd get a ring if you WEREN'T in the car unless your cellphone had DHS/NSA sneak-path firmware, too.) But you can always disable it by turning off your cellphone (and pulling the battery if you don't trust the cellphone).
One more possibility is that they have a pre-paired bluetooth connection set up - in which case the cops could take over IF they got into bluetooth range with a suitable black box. But that's a lot different from an always-on link to the cellphone system that inherently tracks you whenever it's on and lets them zap your car from a central location whenever it's in range of a cellphone tower.

Another possible threat: The federally mandated tire pressure alarm system which is in all new cars. This involves long-term-battery-powered transmitters in each wheel valve stem assembly, which periodically send a unique serial number and an air pressure reading via low-power radio. This can be picked up by loop antennas in the road and track your car whenever it passes over such an antenna.

Some lives may have been saved. They caught the criminal without having to endanger life and property with a high-speed chase. And, apparently, it's the only time OnStar has done this kind of thing.
It's easy to cry, "Foul,""Big Brother," and so on - and there maybe be some truth to this. But - so far as I know - OnStar is helpful in the U.S., especially for the elderly who often have emergencies while behind the wheel.
In Britain, however, rental cars are monitored for speed and driving safety. If someone speeds then the police are notified. Now THAT'S Big Brother brother.

WHAT ARE THE ODDS THE POLICE WOULD USE THIS TECHNOLOGY TO DISABLE THE OWNER DRIVING THE CAR, STOPPING THEM FROM USING THEIR CAR FOR SOME OTHER REASON?

Just like the GM cars and trucks are controlled. If someone else can push a button or click a mouse and disable your property, is that property really yours? The answer is no. I know that I really aren't allowed to own anything in America, but I do have enough of a choice that I will never own a chevy or gm product.

when you register your
private automobile as a "motor vehicle", you have now transferred "legal title" over to the state and now only have "equitable title". Once you do that, police could legally pull you over, push you out of the "motor vehicle" and drive away. Stop giving them legal title to everything.
You'd have to build your own car
A dealership isn't going to let you take it off the lot unregistered and some guy you buy it from isn't going to want the title still registered in his name. It's such a damn catch-22. All the "stop giving them title" stuff is great on paper, but in real life it creates endless hassles. I'm not saying I like it, I'm just saying how it is.

Of course, it would be dangerous to stop the car unless someone had eyes on the vehicle, as it could cause a crash, rather than prevent one.
