I challenge you to go there, talk to the people going through the municipal and especially the misdemeanor courts. It would help to have a handle on your state code of criminal procedure and penal code. I have here in Harris County Tx Houston and they may as well throw the code both criminal and penal out the window. The Code of criminal procedure and the penal code are the ties to due process, which in turn are the link to the state and federal constitution. Everything they do is illegal by and large, if they get it right once I'd be amazed. This is what's killing our system. It is amazing and scary as hell. I'm in the midst of filing criminal complaints and tort claims..the next step is to send a tort letter to the county commissioners court, sue the culprits (judges and prosecutors have no immunity if they act to adjudicate or prosecute outside of law) You sue the meat out of them personally and then send the suit to their bonding company with a claim directed at them along with the criminal complaints your filing against the criminals they're insuring. There also is the grand jury, they are especially set up to nail felons and public officials......READ THIS PEOPLE, STUDY YOUR STATE CODE OF CRIMINAL PROCEDURE AND PENAL CODE AND GET IN THE BACKSIDES OF THE COUNTY COURTS AT LAW JUDGES AND PROSECUTORS...THEY ARE PILLAGING THE LAW AND IN TURN CREATING THE POLICE STATE WE SEE BUILDING UP AROUND US.

MARTIAL LAW IS ONLY WHEN THERE IS NO LAW! ANY ATTEMPT TO DECLARE "MARTIAL LAW" IS IN REALITY AN ATTEMPT TO OVERTHROW CONSTITUTIONAL GOVERNMENT.

In case you didn't understand what I just said, martial law is a concept where authorities step in where there is no law, for example, after the enemy is defeated and government has broken down. We have a functioning government in this nation. Any talk about "martial law" would constitute a coup against our form of government.

Here are just a few Executive Orders that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

Here are the later Executive Orders:

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.

EXECUTIVE ORDER 12148 created the Federal Emergency Management Agency (FEMA) that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has spent only about 6% of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

EXECUTIVE ORDER 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and granted the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Many of the figures in the Iran-Contra scandal were part of this emergency contingent, including Marine Colonel Oliver North.

The John Warner National Defense Authorization Act (NDAA) for Fiscal Year 2007 states that the military may be used during a “national emergency.” Sec 1076 is extremely explicit, notes Michel Chossudovsky, and “virtually creates a Pinochet style environment for the mass arrest of political dissidents without trial, the storming of public rallies, etc.”

NDAA specifically mentions “epidemic” as an excuse to declare martial law.

Prior to Warner and NSPD-51, legislation passed by the Clinton administration allowed the military to intervene in judicial and civilian law enforcement activities. In 1996, legislation was passed which allowed the military to intervene in the case of a national emergency. In 1999, Clinton’s Defense Authorization Act (DAA) extended those powers (under the 1996 legislation) by creating an “exception” to the Posse Comitatus Act, which permits the military to be involved in civilian affairs “regardless of whether there is an emergency,” according to Chossudovsky: http://www.globalresearch.ca/index.php?context=va&aid=6169

Two really scary comments in that article

How do hospitals know if a drive-by vaccine recipient is otherwise immune-compromised? But I guess it doesn't matter if the hospitals are given the same immunity from damages that Merck, Novartis, Baxter, et al are given.

This sounds like the same power awarded to Bernanke and Geithner during the financial crisis-or perhaps the precursor to declare martial law.

Don't forget that in mid March, 2008 the Federal Reserve was declared the chief regulator of U.S. financial markets and was given sweeping new powers, drawing praise from the central bank and the head of the Securities and Exchange Commission. This was months before the financial “crisis” was announced and billions of dollars in tax-payers' money was stolen in broad daylight.

Don't forget that the Bush administration attained sweeping new powers to start wars that are costing billions of dollars per month, to create the patriot act and to pass sweeping new powers on to the Big Brother agencies. We all know how all of these things have been abused and lied about.

You can go back and look at events that have changed the course of our country in more of a bad direction than it already was, and for each event, find an article in a news archive outlining (and, in most cases, praising) “sweeping new powers” that are directly-related to the event, a few months to a year before said event happened.

Now those who control and regulate the medical arena have won “sweeping new powers” to deal with yet another crisis, which has just become a national emergency. How do you think that's going to turn out for us?

I think anyone who doesn't see red flags all over this H1N1 national "emergency" and the sweeping new powers associated with it really need to take a step back, take a close look at their surroundings, and at recent history.

I've noticed a pattern: every time I hear about "sweeping new powers" some unfavorable and further-detremental crap comes out of it a few months later. I hope I'm wrong about the new powers associated with the emergency delclaration.

I would say that if you say something like that, you probably have something to back it up. It always makes me a bit nervous to hear the congress-people talking like that since, theoretically, they should have the inside scoop on everything in D.C.
