If they associate a 'no-fly' list with a 'terrorist-watch-list' then any reasonable person would make the leap that those on the no-fly list are - terrorists.
Once they find out the extent of people who are on the 'no-fly- list and the lack of reasoning behind it, they may change their mind... but how many are capable of doing that on their own?
