...advanced forms of biological warfare that can “target” specific genotypes may transform biological warfare from the realm of terror to a politically useful tool.

It is a description of a possible new means of doing warfare. It reminds me of the Nazi eugenics program. Could this swine flu thing be an experiment of a similar nature?

FYI:
genotype: the genetic makeup of an organism or group of organisms with reference to a single trait, set of traits, or an entire complex of traits.
