If 1207 "will only produce redundancies" ....
Then why is the author opposed to the bill?
If he took the stance that he is completely opposed to 1207 because it "will only produce redundancies" and congress's time is so valuable that he considers it a crime that they are wasting their time on something that "will only produce redundancies".
If that was his arguement I would respect him a wee bit more. His arguement would at least be rational.
