in the video, some Senators will vote to proceed, then vote no on the actual passing, knowing full well that once it proceeds, it will pass. They can then tell their constituents that they voted "No" to the bill. This underhanded tactic needs to be understood by the American people.
People need to check the voting records at all levels of the bill...
