Republican Governor of Rhode Island Don Carcieri, in a recent veto of a proposed fishing license, said that saltwater fishing in his state is "a birthright", and that people should be able to cast a line "without government intrusion".
In his November 4th veto statement of the bill titled "An Act Relating To Fish and Wildlife", the Catholic two term governor explained "the federal government wants 'a more accurate and efficient means for acquiring recreational catch and effort data'. This is hardly a compelling reason" to warrant "the imposition of any fee" on anyone 'who occasionally takes his or her children fishing".
"I understand that Congress frequently imposes mandates on the states. However, the Tenth Amendment also provides "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respecitively, or to the people". He went on to state that "mandating that all persons seeking to cast a fishing line.. for the purposes of recreational fishing should be required to pay an annual licensing fee and register with the government is excessively intrusive."
In direct contrast to the seemingly anti-federalist position of his fishing decision, though, was the governor's veto of a medical marijuana law passed by lawmakers in June, where he justified his veto by insisting that the state "should be passing stronger drug laws", not passing laws "that condone the growth, manufacture and sale of a drug that is deemed illegal by the federal government".
California, meanwhile, has a myriad of fishing regulations, permits, and licenses required with a governor that supports every type of nanny state control that comes down the pike. But at least the people's dictate of medical marijuana is still intact.

Here in Missouri the State government justifies hunting and fishing permits and regulations on the basis that individuals may own the land, but the State owns the wildlife. Actually they think they own the land also which one will find out if he fails to pay the "property tax" which the State assesses. Where is Robin Hood to fight against the King's taxes?
Yet, we delude ourselves into believing we are free while viewing payment of taxes and securing State permits and licenses as our duty.

The cost is too high !
I could possibly be getting the message that the cost to
make sure we have Fish and Game in our fields and streams
to enjoy is too high !
The cost of a Fishing license in my state is an unbelievable
14.00 a year,the few additional special stamps are a whopping
3.00 and 4.00 each almost the same cost as a whopper at
mcdonalds !
Even worse it costs me a whole 20.00 a year to keep my
dog licensed.
Seriously ! the fact is with out these properly spent dollars
we would have absolutly no fish and no game left,they would
be simply completely wiped out ! This is better than having
a program that WORKS forced on us ?
Am I missing a factor in common sense,if so please explain !
P.S.Keep in mind that a survival situation hardship is still
(in almost all states) reason to collect fish and game without
permits or licenses,but it must be a fact and not a lie.

A very close friend from my past lived close to Bristol Rhode Island, which borders on the salt water, during his early days.
He told me that his family might have starved to death during WW II if they couldn't collect free sea food from the bay.
Think about this, if your family is hungry are you going to apply for permission to eat? Are you going to have any money for buying a license?
Americans are very fortunate to not have experienced hunger in about 64 years, but from what I've been reading things are not going well financially for thousands, maybe millions of Americans.

Fish and Game licenses
As a recreational hunter and fisherman I have found that I gladly
pay for licenses,tags,and fish stamps for the simple reason that
Fish and Game programs are one of the very few things that the
government has put into place that actually work the way they
are supposed to !
All fees collected go directly to preserving the Fish and Game
that are being hunted or fished,there is no slush fund here !
If not for the fish and game depts.and programs we would have
many species that would be now extenct due to monies not
spent on preservation of these species.
There is only one source for these monies-Hunting and Fishing
licenses and related fees.

Whatever these "preservation" activities are by the state (I'll believe they're effective and efficient only when it's proven), they could easily come from the myriad other taxes we pay. I somehow expect it's like the faux "Social Security Trust," which in reality is commingled with general revenues.
No to licensing for fisherman. It's a step, albeit a small one, towards tyranny.

First I agree with you about the Social Security programs,they
have messed it up and I detest the program ! But please
research-as I have done-your local states Fish and Game program
and you will find that what I I'm telling you is fact ! it is a SELF
SUSTAINING program as the U.S. Postal Service USED to be.
In each state it was one of the first regulatory depts. created
in that state besides the DMV.

baby steps HealthNut, babysteps. RI is literally a hybrid mix of Obama-land academics, Obama - land welfare victims and Mafia (there are a few old school, old money Republicans...few and far between). So the governor stood up and at least KNOWS about the 10th Amendment! That could come in handy.
