The whole Kennedy 11110
The whole Kennedy 11110 internet story is based on a misunderstanding. Kennedy's order did nothing more or less than repeal an amendment to executive order and restore it to its previous language. In order to understand it, you have to read not only 11110 but also the order that it restores, and some legislative act that I do not remember right now. The act that gave the president the authority to issue silver certificates has the word "Agriculture" in its title. That's all I remember. Before 11110, the Secretary of the Treasury required the President's signature to issue silver certificates. After the order, the Secretary could do it on his own. That's it.
I dug through all the documents myself. The article in Wikipedia is not 100% accurate, but it's very close, and it provides all the links you need to start digging, if it really interests you.

The answer is NO, because executive orders have no real power other than over individuals in the Executive Branch.
Congress can eliminate the Federal Reserve by a simple majority vote of both houses. At that point, the president would surely veto such legislation. Congress could then cut off all funding for the Federal Reserve, as well as begin impeachment hearing against the president.
11110 was based on legislation
The order was based on a legislative bill that authorized the president to issue silver certificates. Executive order 11110 was Kennedy telling the Secretary of the Treasury that he (the secretary) could issue the certificates without bothering to come by the oval office for a signature. That's really and truly all there was to it. The legend that has grown up around it is without any basis.
How Presidential Executive orders become law!
As I understand it, when congress enacted “The war Powers Act” I believe in the late 1920’s or early 30’s, it gave the Executive Branch (president) additional powers it did not previously have. One such power was to create law through Executive Orders, which is forbidden under the U S Constitution.
Under the War Power Act, if a president creates and executive order and it goes unchallenged by congress for at least 30 days, then it becomes law as if Congress itself had created it.
Of course this is all hogwash because the Constitution gave only Congress the power to create laws, NOT the executive branch. Also Congress CANNOT delegate its powers to another branch of government, because it DOES NOT have the power to do so.
So therefore, The War Powers Act has always been unconstitutional, which means all Executive Orders are null and void. END of STORY!

What you described sounds like a good plan, however I seriously doubt this democrat controlled congress would start impeachment proceedings against Obama even if he did veto legislation like that. Maybe it might work if there was a republican president.

Sorry, I don't see it happening. Case in point, look at how difficult it has been to sway them into an audit, much less the prospect of abolition.
While theoretically this may be possible, I foresee no way they will actually do this without direct physical force from the populace, and currently there's a snowball's chance in hell of that taking place. Too many people still afraid to get their hands dirty, and instead go play in the street for a day with a sign or burn a FRN like it was some kind of funeral. Uncle Sam could care less.
Even now we are taking heavy fire from all sides even within the congressional ranks to get an audit, and we still have the senate to contend with. Just imagine how much flak would be let loose over pushing for implementation of this order.
Show me a population willing to actually form a skirmish and tow the line, and then maybe I'll be more excited about this.
Well, I don't know about that now. If you will read the
'Articles of Freedom', the resulting resolutions from the Continental Congress 2009.
In the event that our government chooses to ignore these resolutions by the suggested deadlines, the citizens of this country may take the next step that is fully legal and Constitutional and withhold taxes from a government that has proven itself as the political trust for every American to be in violation of that trust in many egregious ways.

Sad to say you're right. Even the delegates to the CC2009 turned into a bunch of pussies and neutered their civic action plan. Some of the lawyers present managed to scare the hell out of them with talk of being arrested as a terrorist. The lawyers, in my opinion, should have been told to shove off. They were more afraid of losing their jobs than they were interested in fighting for freedom.
