I have to wonder if that quotation was taken out of context. Of course thugs do not deserve equal protection under the law. The catch is that under the law, everyone is entitled to equal protection from the State summarily declaring him a "thug." It's called a fair trial. Innocent until proven guilty.
We assure the rights of those we feel pretty sure are thugs, not to protect thugs, but to protect the innocent. We do not give the State the authority to declare who is guilty and who is innocent. For that we require a jury.

Once this is in place the Executive branch can use this new court system against American citizens to rubber stamp convictions just like the NAZI'S did with the people's court in Germany against Jews and German dissidents.

A fundamental precept of libertarian and conservative philosophy
