Virginia taxes your vacuum cleaner every year?

Am I interpreting this wrong or does Virginia actually tax your household vacuum cleaner, washer, dryer, watches, furniture, etc. every year? The first link below contains the next paragraph, which alludes to Form 762, which is the second link.
Tangible personal property includes, but is not limited to, machinery and equipment, furniture, fixtures and trucks and automobiles. Residents must file Form 762, Return of Tangible Personal Property, Machinery and Tools, and Merchants' Capital, by May 1.

I live in Virginia
and I've never heard of this. Virginia is a commonwealth and we are taxed on real property AND personal property, but only on vehicles.
Likewise the North Carolina
Likewise the North Carolina property tax page says they are taxed on real, vehicles, and personal property, but with a personal property exemption on household items. Exceptionally onerous VA tax if it turns out it's literally true. The tax form is on a gov website.
In PA we used to have a head tax 50% of the people didn't pay, and the govt never went after them. Maybe the weirder the tax, the easier it is to escape paying.
