Just as I suspected. There's not a thing wrong with that paper. I like the idea of making the government release information and documents to conspiracy theorists and I like that they are clear that not all theories are outrageous and many are justified. A little scholarly, but a good paper. I must have missed the banning part.
Personally I hope they continue down their totalitarian path. They will only drive people into realizing we've been right all along.
