And may I make one suggestion? No "if" "and" or "buts," any candidate for office should clearly run on and implement this platform to win.

All candidates that refuse to mention "the process to eliminate taxation" and give the voters the silent treatment or obfuscate should not get one vote from the informed. This applies from the mayor of the smallest town to the President of the United States.

CAFRs include

... retirement liabilities. That's not really a "surplus".

While I don't care for public retirement plans for many reasons I wont go into here, the plain fact is CAFRs include public employee's retirement contributions and liabilities as "assets". Are they really assets or future liabilities?

So, the "big CAFR secret" turns out to not be that big afterall.

CAFR

According to the June 30 2008 State of Tennessee CAFR Tennessee had net assets that exceeded all liabilities including pension funding in the amount of 26.96 billion dollars. Of that amount 21.8 billion is invested in capital assets, net of related debt, such as 18.5 billion in infrastructure and 1.4 billion in raw land, ect.. Of the remaining amount of 5.16 billion, 2.8 billion may be used to meet the States obligations not funded by restricted net assets. In other words cash. The remaining 2.36 billion is designated as restricted funds to deal with possible asset value fluctuations. So, if you considered the 5.16 billion dollars as all unrestricted funds and added the 1.4 billion in raw land, the State of Tennessee had in 2008 about 6.56 billion in cash or cash equivalent. Not a bankrupt state by any means.

CAFR is SO incredibly important.

How about most states giving CAFR line item surplus review listings and a few Cities and County CAFR reviews from Arizona on top of that.

These reviews were conducted by a 30-year retired federal auditor. He started doing the reviews in 2001 at my challenge / prompt for him to do so.

The reviews shown stop at 2003 being that he died July 11th 2004. How he died, naturally or at the hand of another???? I have not been able to find a trace of how he died.

The reality of the situation per the CAFR: Here was the Holy Grail of accounting for local governments for over 65 years with an organized deep-rooted blackout on even the simple mention due to the massive monies / investment capital involved. An accurate analogy of the maintained blackout would be if the Catholic church never mentioned the Bible, the Jewish the Torah, or the Muslim the Koran.

This retired Federal Auditor is the first insider to break the "silence is golden rule" in 2001 with his audit reviews now released to the public and two years latter he is dead.

I found out he died when I got a call in 2006 from his son from his first marriage.. he could not find his father. I investigated and via the SS death records found out he died on July 11th 2004 (his birthday) and then informed his son of his death.

The CAFRs reveal in collective totals from all the trillions of dollars involved. That investment capital involved drives (and controls) the world markets, greases the skids of all sectors, and due to the money involved "all were involved" excluding one small group.. the entire general population of the United States.

There are over 136,000 "local government" operations in the US as of 2007 according to the US Census. Each produces its own CAFR; AFR; or AFS (Annual Financial Statement)

These line item reviews even though ending at 2003 can in format be used as a guide for 2011 or 2012 if your sharp enough to pick out the focus issues shown.

So here is your starting grounds, please share with many in honor of Gerald Klatt - CAFRMan.

Keep in mind government drains all from their pockets trillions of dollars every year in the largest organized collective and cooperative syndicate the world has ever known. They spend tens of billions of dollars to do their own accounting.

The public has been feed selectively created budget reports for decades and the Annual Financial Report of the same never a mention in a cooperative blackout by all involved for not a mention. The all part is the whole gang excluding the population.

The population was to be drained and managed, and not to be the "First Line Beneficiary" of this massive wealth now in place.

I did a review of the State of Florida's 2008 CAFR as well as my County and a local municipality. The State had roughly $66 billion in liquid investments but complained of a $3 - $6 billion budget deficit last year. My County and a nearby City have huge liquid surpluses also but claim deficits. I followed the model on the cafrman Website to get the figures.

The trend for these entities is to have steady growth and budget as little as possible as to sustain the increase in net worth. Florida has seen at least three years of economic decline while the local government's net worth increased. The 2009 CAFRs are made public at the end of March. I will be interested to see if the trend remains.

Once gov't sells a building, they no longer need to maintain it nor buy insurance for it. Upon being sold to a private non-gov't party, the property becomes taxable.

rented out a part of that building since 1946, but never declared it as income to be included in operating budget?

I understand your point, Mike, but didn't Burien already reply to your similar comment in another thread? Physical assets like buildings and so forth make only a smaller fraction of net assets available. Vast majority of assets in question are the part of capital investments and enterprise ventures by those who handle the assets.

We have a town close to me here in Texas

named Stafford Texas. They have "NO PROPERTY TAXES" and their population is exploding actually has since they dropped the property tax years ago. They understand that property taxes are a right, freedom issue not just a fiscal issue. Go Debra Medina for Governor of Texas. Early voting starts February 16th and runs till February 26th. Grab friends and family and go vote.

A lot of answer are in understand GAAP, FASB accounting and reading title 31 and the book Modern Money Mechanics. where ever there is a liability, there is also an equal offsetting credit. Public debt is routed through BPU and put on 14th amendment citizen, see 14th amendment subsection(d). So as we create debt through our signature, then abandon the credit, thats how i think it works and CAFR funds are a holding account. I emailed Walter to see if he knows how the prison system is connected to CAFR funds, but he didnt answer yet. Google SF24, SF25, SF25A and miler act bonds and how they relate to us the prison system and mortgages. Its all an illusion to steal our lifes precious energy.
