Was Governor of Illinois, Rod Blagojevich set up for suspending business with Bank of America over the taxpayer bailouts?

I used to think the guy was guilty as sin, but there could be more going on.
The day before he was torn apart by the media, he ordered the State of Illinois to suspsend contracts with Bank of America over the taxpayer bailouts: (basically, he went against the flow of the big banks, and by the next day he was essentially pressured out of office).
