The Department of Defense and Department of Energy, they started building new facility for $70 million, some years ago, (March 12, 2004) on the Caribbean island (near Haiti), and now is full operative!

Upper Atmospheric Facilities (UAF)
The National Science Foundation supports four large incoherent-scatter radar facilities and the SuperDARN coherent scatter radar system. The incoherent-scatter radars are located along a longitudinal chain from Greenland to Peru. Each of the incoherent-scatter facilities is also equipped with powerful optical diagnostic instruments. The SuperDARN consists of a number of coherent-scatter HF radars in both the northern and southern hemispheres. See below for links to the homepages of each of the facilities.

Look guys. I live here in Puerto Rico and I assure you that unless the Arecibo Observatory has been modified in some way it is still a radio telescope.

thats basically all HARRP arrays look like my friend ;)

just need to up the juice and turn that huge BUC into a powerfull transmitter and its an interesting variation on the typical HAARP configuration.

(though I agree, I don't see any evidence that this is a HAARP facility)

On your 2nd link...WOW.....just WOW!!!

I had no IDEA there were so many facilities.

Looks like study, and manipulation of the ionosphere, have been going on for a long, long time...
