Hazmat and FIRE TRUCKS staged across street BEFORE Austin crash?

At 2:55 the eyewitness notes that firetrucks and hazmat were directly across the street before the plane hit. How convenient!

is odd, indeed...plus, did she (Ms. Riley) not say that she should have been able to see the pilot because the plane was so low, but didn't see any pilot??
