There are four ways ...
1. Monetize it.
2. Sell assets. (roads, parks, land)
3. Default and have a fire sale.
4. Simply make it go away by fiat.
#2 will be the least painful, but because it will be sold to the creditors for pennies on the dollar, it will still be painful.
Having said that ...
