Is there a Visa credit card available from a non-criminal bank?

Looking for a Visa credit card (to buy things when outside the US). Is there a legitimate bank that offers one?
All I'm finding is garbage like Chase and Capital One.

Use an ATM Card?
I have a checking acct w/Citibank (spelled with an "S" ;-)
and their ATM cards have MasterCard logos and work everywhere "credit" cards do. Most bank/C.U. ATM cards are the same.
Nice thing is you can only spend what's in your account.
The trick is to NOT use your PIN number, use it as a "credit card" purchase. Used as an ATM YOU pay the fee, as a "credit" card "they" pay the fees.

I am currently wiping out my Visa & Mastercard debt (over $15,000) with this organization.

They promised to wipeout at least 75% of debt or your money back.
Started the process on Dec 09 and suspect the end of June 2010 to be debt free.
I suspect 100% in my case.

It wouldn't matter...
if people knew the truth about credit cards, there would be different questions.
I spend everyday studying this subject and am in network with many that do also and are making incredible progress in many areas, especially credit card debt though.
The truth is, do you really want a credit card?
If you really do and are prepared for the battle to come, realize credit cards are not "loans" at all.
Think back to what the bank requires you to fill out in order to get the card. Are application and "loan" documents the same thing?
Do they ask you to fill out any "loan" papers at all? Is it a "loan", or is it something else entirely?
Did you know for instance, that once a person starts "purchasing" credits every month the credit card literally turns into a debit card at interest?
This is my suggestion..please take it at face value. Much personal due diligence is obviously needed....this is for entertaining purposes only.
If you really want some money...go with Chase and whoever else will give you as much as you can get your hands on, because I can say, they are shutting down lines left and right and stealing the money. Learn as much as you can about what the credit card is all about.
(when people find out that they are the creditor of the "loan" aka gift card [in actuality] itself, the entire credit card industry will change.)
Then, if you are convinced, spend your entire line on whatever you want (gold or silver savings might be recommended to hold until the all clear)....then get the "supposed debt" wiped out.
And if it doesn't get wiped out and they damage your property (by hurting credit score) and you have prepared yourself, there could-would be substantial penalties to be awarded.
We must be careful of the contracts that we enter into.

If it is truly for emergency any will do. As long as you do not use it AT ALL. (unless desparately needed of course)
Just know as soon as it is used, in exchange for the person that "purchases" the first "coupon" the company is selling, they open the "account" because they have to have something to "count" and since we don't give them "money" until the "coupon" is purchased, only info and autograph in exchange for the "gift" card itself, once you purchase the coupon, (gave your money) you have now implied tacit agreement to continue to buy coupons indefinitely. (unless you pay-off entire line of course)

Understanding commercial liens can be a very powerful tool in keeping individuals who would do harm to life and property in line.
Truth and wisdom provide the best protection. Imagine being able to help anyone at anytime with their commercial affiars...providing them with answers they desparately seek...would that not be good protection?

You could use a prepaid VISA.
I think PayPal also has a VISA. It's going to be very difficult to get away from Chase.
Also, check to see if you can transfer internationally from your bank's website straight from your account.

While we're on the subject, I just got a letter from my credit card company over here in England.
Without no haggling whatsoever on my part, they've just cut the APR on my purchases from over 17.9% down to 12.9%.
These days, I pay off the balance each month, so its obvious they want to get me overspending again.
Ha ha! My credit card is strictly for small online purchases and "last resort" money.

...of credit unions, both local and national. Start local and ask the right questions of them and you may find yourself a jewel.
There are quite a few national credit unions you can join by joining for a year (one time only, you don't have to renew) one of the organizations that qualify for membership in the credit union you are interested in.

so if you live in a state with a Boeing facility, you may want to see if their credit union is also there. Just a thought.
