I will say he says "no"
I will say he says "no" however, I am willing to eat my words if I am wrong.
He is an advocate of big government.
This legislation is a major step forward for big government.
If he voted "NO" it would only be because the legislation did sufficiently satisfy his communist mind, not because he wants people to be free.

He has no reason to say yes.
He has no reason to say yes. He already understands at least some of the reasons to vote against it, so if he decides to vote yes then he probably can't be trusted to stick to his convictions anymore.
