Whatever legislatice action is taken by state governments can easily be rejected by the federal courts. States Rights does not exist.
To regain control the states must change the rules of the game by explicitly changing the Constitution. A Constitutional Convention would be needed if the states are serious about reigning in the Feds. Even then it would be a battle royal.
The so-called "states rights" movement, as it exists now, is so much window dressing. When the states are ready to matter, they'll be calling for a convention.
