The law should require all to vote!
In a free society, the government does not control the people, but the people have sovereignty. However it appears that we do not live in a free society.
We are required by law to do many things, file an income tax form, to pay taxes and it appears that we will be required to have health insurance, whether we like it or not.
So I suggest that there be a law requiring people to vote. All people must vote, whether they want to or not.
I know it sounds like a radical idea, but why not?
In a free society, people choose to participate in social programs and choose whether or not to donate money, goods or services to support them.
But the current government does not want free individuals deciding whether or not to donate goods and services, all they want is money, and only money they determine to be legal tender.
I know Voluntary participation, is the true path, but what the government wants is mindless, hapless, subjects, to pay taxes. Now if people were required to vote, we would probably see a R3volution and perhaps there would be a difference? Who knows?
I would be willing to go to jail for not voting.

I disagree
I have given this subject some thought and come to a couple conclusions. Firstly. People who derive most or all of their sustenance from the public dole should not be permitted to vote as there exists a conflict of interest. Secondly, in keeping with the logic of the previous point. Persons who work as government employees should not be permitted to vote as there exists a conflict of interest.

...against half-baked ideas. I can already picture the featherheads: "Mitt Romney looks like a nice fella, i'm gonna vote for him" or "Gee, Obama sure knows how to dance, hey everybody let's all vote for Obama"
Compulsory voting doesn't fix anything.

The limits of government
...Governments are instituted among Men, deriving their just powers from the consent of the governed...
So if we just coerce consent, then any level of tyranny is justified. This fallacy has permeated much of mainstream political thought. Fortunately, our wills are not subject to the command of the demos or the oligarchs. Our ability to remove our consent is still in tact. In fact, liberty is available to all who refuse to participate in their own subjugation any longer.

I just skipped to the free society part. I like its voluntary nature.
Free includes debt-free!
Voluntary is the only way.
Can't sacrifice what does not exist.
