Overview
Robert's Rules of Order - Wikipedia
“Robert's Rules of Order is the short title of a book containing rules of order intended to be adopted as a parliamentary authority for use by a deliberative assembly.

Currently in its tenth edition and published under the name Robert's Rules of Order Newly Revised (and often referred to using the initialism RONR) it is the most widely used parliamentary authority in the United States,[1] according to the National Association of Parliamentarians, a professional association of approximately 4,000 members which provides education and accreditation certifications for parliamentarians.”

Gerald Smith
Gerald Smith was the first sigma appointed as national director of Phi Beta Sigma Fraternity serving from 1978 until 1990. During its transition from a part time organization to a full time organization, its structure changed from a bottom up organization to a top down organization. He stated, “Parliamentary procedure is the process or running meetings that was taught when I came into the fraternity at every level - state, region, and national conclave. When I was executive director, you could not go to a conclave and not have multiple sessions in the parliamentary procedure because that taught you how to run your meetings; and in fact, at the conclave, the delegates are supposed to be in charge, not as things are done today, where the board is in charge.” (Source 1, 2)

His purpose for producing this training series was to educate the delegates in parliamentary procedure so they would be able to take control of their fraternity as well as other African American organizations of which they where members.

5-12-2012 - PROOF Oklahoma GOP Convention ILLEGALLY ADJOURNED!!!
“The OK GOP Convention was a complete fiasco yesterday morning and into early afternoon. Multiple rules were broken and pleas to follow the rules were IGNORED and DENIED. The delegates were NOT verified and there was at least 84 votes MORE than there were delegates. Chair refused multiple pleas to re-verify the delegates and do a recount. The convention was eventually adjourned by the Chairman WITHOUT a two-thirds vote to do so which made the adjournment illegal and void. The delegates who did not leave went out and met in the parking lot and scrapped everything from the morning and started over correctly following all rules and procedures.” (Video comment says there were problems processing the video.)

I have to admit, I'm sort of curious about how people are using the info on this post. The Robert's Rules seminars and the "Related posts" sections are pretty straight forward, but I'm not sure exactly how the "Caucus & State Convention" section is being used or what it will morph into.

I added the "Caucus & State Convention" section later so people could see RR being used or broken(as well as showing the delegate process and all the different kinds of shenanigans the GOP has in its bag of tricks). To the convention videos I then added numerical links to the top relevant posts(with many first hand observations or informative comments) which help to provide context for the videos.

So essentially it's a lot of raw archived data which people can use in different ways or perhaps some of the content can be used as evidence in future lawsuits. Another use would be to provide an overwhelming record of misconduct so that people new to Ron Paul could quickly see how corrupt the establishment is. It could also provide a quick defense for RP supportes so that they can defend themselves against attacks on their behaviour or conduct so that others can see what they are up against. It's also not a very big leap from there to believing in voter fraud via electronic voting -- hence the need for paper balots and transparency.

***One feature which would be useful would be to be able to hover over a numerical link with the pointer and see a box appear with the title of the post it links to. Sort of like when you hover over a bookmark in firefox, it shows you the full title and link address and then disappears once you move the pointer off of it. This would make it easier for people to navigate to the relevant post without having to check each numerical link.***

“The OK GOP Convention was a complete fiasco yesterday morning and into early afternoon. Multiple rules were broken and pleas to follow the rules were IGNORED and DENIED. The delegates were NOT verified and there was at least 84 votes MORE than there were delegates. Chair refused multiple pleas to re-verify the delegates and do a recount. The convention was eventually adjourned by the Chairman WITHOUT a two-thirds vote to do so which made the adjournment illegal and void. The delegates who did not leave went out and met in the parking lot and scrapped everything from the morning and started over correctly following all rules and procedures.” (Video comment says there were problems processing the video.)

Illegally Adjourn - “At about 5:10pm on May 12, 2012, the Oklahoma GOP Convention started closing off the wall to cut off 1/3 of the delegates before it asked for motion to adjourn. Does anyone have

a link to the post of the non-paul supporter who gave a detailed account of the Oklahoma State Convention and the continuation outside afterwards? The post linked to this guy's blog and he wrote it up in two articles I think. I thought I bookmarked it but I can't seem to find it.

Vote or Abstain, Bound or Unbound: Rules 15(Unit Rule) & 38

I've added a new subsection in the table of contents. Some of the posts were already grouped together, but I have added a few more that have good comments or discussions. Hopefully we'll be able to sort out when we can vote or abstain and what the consequences are for voting/abstaining the other way in a state that binds its delegates.

It appears that we have established that every delegate may abstain on the first round at the national level in Tampa, and that they may even vote contrary to their state(bound or unbound) but there may be consequences for this at the state party level(for states that are bound) Also, it seems that the states get around the RNC rule(that states may not bind their delegates) by leaving a few delegates unbound.

Shortly after votes were collected and counted, the Christian County Republican Chair declared there was voter fraud and then scolded the attendees noting Republicans are supposed to be honest (insert laugh track here). He then took the fraudulent votes and declared the slate for Santorum titled "Republican Central Committee" the winner of the caucus giving Rick Santorum the delegates from Christian County. It seems with RR, if you're running the meeting, you can runover

the chair seems to have the power to ignore calls from others. And had done so in every case.

So it's infinitely better to be the chair than know how they are going to ramrod delegates down our throat.

RR is meant to

be used so that the members are treated fairly instead of everything coming down by centralized dictate. It can be misused when only a few elite members know it and use procedure to rapidly push through what they want before anyone can figure out what is going on. The Chair is supposed to be neutral.

But you have a point, in situations like St. Charles county, we needed to have our man elected as permanent chair or at least one who is fair and follows the rules. However, the chair at bare minimum, needs to know and follow RR otherwise even our own man may not know how to allow a fair hearing from all sides. That's why the Romney people were willing to support Brent Stafford for this position.

The St. Charles temp chair wasn't even following RR, he was just using the percieved power of his position to push through what he wanted.

Ok, I couldn't this on the RobertsRules.com website (or am I missing something?). Maybe someone here can tell me why it is that meetings are bound by Robert's Rules of order? Is it formally adopted by the GOP? Is it law, law of the land, statute of the GOP, of the US?

My understanding is that it is... *Edit*

the organization that adopts the rules with which it is run. It this case, the Repuplican party. These rules may then be modified at each level by district, county, state or local municipality bylaws.

Robert's Rules of Order is basically a time tested method for running meetings fairly and equitably. Some organizations use their own version of RR but most of the information in this post references the 10'th edition of Robert's Rules of Order. The latest is the 11th edition(Refer to book section near top of OP).
